Description
This is a Sources Sought Notice only. No solicitation is being issued at this time. This acquisition is to support the HQ Air Force Operational Test and Evaluation Center (AFOTEC) core processes to accomplish operational test and evaluation (OT&E) training. The contractor will provide his best level of effort to develop new Operational Test and Evaluation (OT&E) lessons and courses, maintain current OT &E lessons and courses, and present those training lessons and courses to provide as much detailed how-to-training for AFOTEC personnel supporting the planning, execution, and reporting of OT&E related activities and those AFOTEC personnel who participate in related administrative OT&E support activities. The OT&E University mission is to provide the best initial and continuation training and education opportunities available to ensure mission success and enhance professional development. OT&E University courses may be provided to non-AFOTEC organizations on a non-interference basis. This acquisition will provide technical performance in accomplishing tasks related to the early involvement/test concept development, test plan development, test execution, evaluation, test reporting, capability activities, training course development, and possible contracting training courses. Place of performance will be provided at HQ AFOTEC, off-site detachments and operating locations, and electronically in support of OT&E requirements. The solicitation, when issued, will be a Request for Proposal (RFP). A best value source selection will likely be the method of contractor selection. HQ Air Force Operational Test and Evaluation Center (AFOTEC) contracting at Kirtland, AFB, New Mexico seeks potential sources to perform a variety of non-personal training services in support of HQ AFOTEC. It is anticipated that the contract performance period will be five years. The Government is contemplating award of a single award with Firm Fixed Pricing (FFP) provisions. The North American Industry Classification Systems (NAICS) Code anticipated is 611430. The small business set-aside has been determined. All amendments will be available for viewing on FedBizOps (FBO) at http://www.eps.gov. It is incumbent upon all interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company’s business size, business status (i.e. small business, 8(a), HUBZone, woman-owned), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company’s web page, if applicable). Please limit your response to not more than 10 single sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. Paper copies are optional. Suspense for response is NLT 11 June 2004, 3:00 p.m. mountain standard time. It is anticipated a Market Research Questionnaire will be posted to FBO with a future amendment to this announcement when more information becomes available. To support contractor-teaming arrangements, a list of contractors performing similar work for HQ AFOTEC will be posted.
