Description
Container Security & Chemical Biological Programs for U.S. Customs & Border Protection (CPB). CBP will be awarded a contract to Johns Hopkins University (JHU), Applied Physical Laboratory (APL) to perform and conduct independent tests and evaluations of advanced container security technologies and to conduct independent tests, evaluations and deployments of chemical and biological sensor systems. JHU was selected to maintain and essential engineering, research or development capability (41 USC 253(c)(3). JHU has closely supported CBP' chemical and biological program, including the test and evaluation of chem/bio sensors at border crossings. As part of this acquisition, JHU has developed the existing test cell for COTS/GOTS sensors, which CPB currently own to initiate tests against known backgrounds at CBP sites. JHU/APL is a not-for-profit research and development organization dedicated to solving critical challenges to the nation that acts in the role of the independent trusted agent for various DOD, DOT, NASA and other federal sponsors. JHU/APL has unparalleled knowledge and experience with these systems and are uniquely qualified to support CBP in the testing, evaluation and deployment of chemical and biological sensor systems. Because of JHU/APL's unique knowledge and capabilities; ownership of the intellectual property for the environment test cell, and extensive experience (over 10 years) in related work, it is recommended that a non-competitive contract be awardd to JHU to maintain this essential engineering, research and development capability.
