Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simpified Acquisition Procedures a firm fixed price award to Jim Beebe, Statistical Consultant, 6 Hamilton Circle, Poquoson, VA 23662 for ?Sampling and Statistical Support for Risk Adjustment?. The purpose of this contract is to provide statistical expertise and conduct analyses to support risk adjustment activities in regards to data validation and payments. The contractor will perform a range of tasks including:(1) Provide statistical guidance to CMS and contractors on payment and validation analyses for MA, (2) Develop, implement and evaluate criteria and methodologies for statistically sound sample frames, (3) Develop and document sampling specifications relating to national, organization level, plan level, HCC level and discharge level data, and (4) Prepare documentation including short reports. Qualified contractors must be a statistician; have experience with risk adjustment models and claims analysis; and must have a technical understanding of M+C payments including the calculations required to analyze the data. The contractor must also have expert level knowledge of risk adjustment data validation, sampling and analyses. Mr. Beebe is the only contractor who meets these qualifications. He has more than 25 years of experience as a Statistician for CMS working with risk adjustment and policy issues. For the past three years, Mr. Beebe has been a CMS contractor working with risk adjustment and performing additional statistical analyses. In his years of experience, Mr. Beebe has published numerous articles pertaining to risk adjustment and policy. He has also developed, evaluated and contributed to numerous research projects that involve national survey sampling. As a CMS contractor, Mr. Beebe has developed targeting criteria and assisted with designing samples in a manner that meets CMS policy objectives. This includes both targeted and nationally representative sampling approaches. In addition, he is knowledgeable of both M+C and Fee-for-Service data. Mr. Beebe possesses a unique combination of qualifications that make him the only suitable contractor to perform this work.
