Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested & a written solicitation will not be issued. Submit offers on RML-RFQ-4040. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 dated 6/18/04. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, (RML), Laboratory of Human Bacterial Pathogenesis (LHBP) performs basic research contributing to the development of diagnostic reagents, therapeutics and vaccines against human bacterial pathogens. LHBP has a need to purchase a Biosafe Centrifuge System with the following requirements: 1) Unit shall include a HEPA double layer micron PTFE membrane filter. 2) Shall be microprocessor controlled. 3) Shall have a maximum speed and g-force of 21,000 RPM and 53,300 x g (JA-25.50 to 21,000 RPM). 4) Shall have a maximum capacity of four(4) liters. 5) Shall have high torque. 6) Shall be imbalance tolerant. 7) Shall have a friction reduction system. 8) Shall have a self-locking door. 9) Shall have storage of up to nine(9) single-step run programs. 10) Shall have a minimum of two(2) user-selectable acceleration rates. 11) Shall have a minimum of three(3) user-selectable deceleration rates. 12) Shall be set for either RPM or RCF modes. 13) Shall have a set temperature range of at least ?10 degrees C to +40 degrees C. 14) Shall have a CFC free refrigeration system. 15) Shall have low energy consumption and heat dissipation. 16) Shall be serviceable from the front of the instrument. 17)Unit shall have a Fixed Angle Rotor Assembly with a Biosafety Lid. 18) Unit shall have a High Performance Rotor with Biosafety Lid. 19) Warranty and Service Agreements shall be available as options. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. FAR52.246-2 Inspection of Supplies-Fixed Price. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, and price. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9376). Offers must be submitted not later than 4:30 PM (MDST), 7/14/04.
