- AUTOMATED SURFACE WEATHER OBSERVATION SYSTEM Description Note: This is a Request for Information (RFI) only. This RFI does not represent a commitment by the FAA to issue a Request For Proposal (RFP) or a Request For Quote (RFQ). This is a RFI for land-based and sea-based automated surface weather observation systems. PROGRAM OBJECTIVES: The FAA is seeking information associated with: (1) providing and installing land-based automated surface weather observation systems that conform to FAA specification FAA-E-2948, at quantities that average 10 per year for five years, and (2) providing and installing fourteen (14) sea-based automated surface weather observation systems which conform to FAA specification FAA-E-2948, and can operate in a marine environment on oil platforms in the Gulf of Mexico, with follow???on procurements of four per year for five years. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide automated surface weather observation systems installed on land or oil platforms in the Gulf of Mexico in a manner that will ensure their operation and serviceability. The automated surface weather observation system shall comply with FAA specification FAA-E-2948. INSTRUCTIONS TO RESPONDERS. Respondents are free to develop their response as they see fit. We would like the following sections to be covered: 1. Corporate Expertise. Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. In particular, please describe any projects you have been involved in that are similar in concept to what is described in this RFI and relevant lessons learned. 2. Description of Item. Please technically describe the item that will satisfy the intent of this RFI. 3. Cost Information. Please provide information on anticipated costs for the land-based and sea-based systems separately. 4. Schedule Estimates. Please provide a schedule of anticipated activities. 5. Additional Materials. Please provide any other materials, suggestions, and discussion you deem appropriate. The information is requested for market research and is not a request for proposals. No contract will be awarded from this announcement. The FAA will not reimburse vendors for any cost associated with responding to this announcement or any follow-up information request. Any proprietary information should be so marked. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the FAA???s discretion.
