Description
This is a Sources Sought Notice to determine if adequate sources exist that are capable of satisfying ISEC's requirement for Software/Hardware Integration Services (Information Security System) that provides a real-time system recovery and managemen t for unauthorized monitoring, modification, or control of existing network platforms for the United States Army Information Systems Engineering Command, Fort Huachuca, Arizona. A solicitation is not being issued at this time. All amendments and future n otices will be available for viewing on FedBizOpps (FBO) at http://www.eps.gov. It is incumbent upon all interested parties to review the site frequently for any updates and amendments to any and all documents. This sources sought notice is also issued f or the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Any party capable of providing these services is invited to respond. Interested parties who believe they possess the expertise and experience shall submit technical capabilities in writing. Interested parties shall address whether they can fulfill the requirements via GSA schedules or other IDIQ contracts, though awards will not be based on schedules. Any interested firm should submit a capabilities statem ent that demonstrates the firms?????? ability to perform the key requirements described below. Standard company brochures will not be considered a sufficient response. Any information provided by industry to the Government as a result of this sources sou ght notice is voluntary. The Government will not pay for any information submitted in response to this sources sought notice. The Government requests interested parties to submit a brief description of their company business size, business status (i.e. s mall business, 8(a), HUB Zone, woman owned, etc.), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include a point of contact (POC) for each example provided (name of POC, addr ess, e-mail, telephone number, fax number, and the company webpage, if applicable). Please limit your response to not more than 2 single sided pages. Each submission should include one electronic copy (virus scanned) sent via e-mail to the POCs listed un der Original Point of Contact. Paper copies are optional. Scope of Work: The US Army requires a product which provides the capability for an encrypted communications and network management that prevents unauthorized monitoring, modification, and control of vital Command, Control, Communications, and Computer Information [C4I] Systems. The product must provide real time management and recovery of key configuration files, registry files, operational files, and distributed web services content on these managed elements without a significant impact to network, s erver, and content database performance. The management of these key files must be user definable, supporting both automated or manually triggered actions utilizing configurable options for an automated notification system which can report using E-Mail me ssages or network management system messages. The product must provide for logging, accounting, and recording for all management actions observed and/or executed. The product must provide a secure method of configuration file storage and retrieval. The pro duct must support the use of several user defined encryption algorithms to include the three stages of Data Encryption Standard (3DES), which supports encrypted transactions between a central secure file management database and each managed network element . The product must support Public Key Infrastruct ure [PKI] in support of the Army enterprise wide network security architecture. The product must provide secure sessions with the following Army C4I operating systems: Microsoft NT4 Server, MS Windows 2000 Server, MS Windows Server 2003 Enterprise Edition, LINUX, Sun Microsystems Solaris 8, Sun Microsystems Solaris 9, and Apple MAC OS X. The product shall not cause any significant adverse impact to processing speeds and network throughput as a result of the real time monitoring and file restoration in orde r to minimize the impact to mission support by mitigating effects from delays and critical application performance.
