Description
This announcement is for the purpose of soliciting names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting an offer for this project. To be considered a construction firm, the f irm must perform construction as a significant portion of its business. Construction surety will be required. The estimated cost of construction is between $25,000,000 and $100,000,000. PROJECT SCOPE: The work will consist of design, reconstruction and rehabilitation of a 400kV overhead transmission line from the Haditha Dam switchyard to the Al Qaim 400 kV substation to improve the reliability of the electric power transmission between these two locations. The Haditha-Qaim transmission line is located in western Iraq, originating at Haditha Dam on the Euphrates River and terminating at Al Qaim near the Syrian border. The original Haditha to Al Qaim 400 kV line was looted in the spring of 2003 and is out of service. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. Evaluation factors will include, at a minimum, price, past performance, management capability, and experience. Request for Proposal (RFP) will be issued to prime contr actors responding to this notice. Tentative date for issuance of RFP is 19 July 2004. Tentative date for receipt of proposals is 18 August 2004. Tentative contract award date is 1 September 2004. Contract award will be made on a firm fixed-price basis. Anticipated contract duration is 270 calendar days.
