Description

This procurement is being conducted under Simplified Acquisition Procedures (SAP) ?????? only one responsible source and no other supplies or services will satisfy agency requirements. Ncontrol Systems is the only known source capable of meeting the Government??????s requirement due to compatibility with the existing systems and equipment located at ERDC, Vicksburg, MS. The systems and equipment will be installed at ERDC facilities located at Alexandria, VA, Champaign, IL, Duck, NC, Hanover, NH and Om aha, NE. The systems and equipment must be capable of operating as a system that will share a common database which is to be located in Vicksburg, MS. Equipment at these locations must also be of the same type and manufacture so as to allow remote progra mming, alarm indication, troubleshooting, and transmission of database records from the ERDC Vicksburg site. The access control system is required to be compatible with and use Schlumberger CAC cards presently issued to all ERDC employees. As the Access Control System is required to be an ERDC wide network control system, the other sites must have the same equipment. For purposes of system certification and warranty, the installation firm must be the same for all ERDC sites. The Government intends to ac quire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later that 4:00 CST on 08 July 2004. Such capabilities/qualificat ions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response s to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Cinda.A.Prescott@mvk02.usace.army.mil with solicitation number referenced in the subject line.
