Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation and the solicitation number is BCQ041004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. The NAICS code is 541922. The USDI, Bureau of Land Management, Arcata Field Office, located in Arcata, CA has the following requirement: Project Scope: This project will capture new airborne imagery that will support the Arcata Field Office in the management of the King Range National Conservation Area. All imagery will be flown during the month of July 2004. All imagery will be captured using color negative, clear-based aerial film. The product will be natural color digital orthophoto quarter-quadrangles covering approximately 427 square miles over both the King Range National Conservation Area and Mattole Watershed. Product Specifications: Natural Color Digital Orthophoto Quarter-Quadrangles over the Mattole Watershed and the King Range National Conservation area. 1. Focal Length of Camera: 6", 8.25" or 12" (contractors' choice). 2. Original Film Format: 9"x 9". 3. Film Type: Natural Color. 4. Total area to be flown (size): 427 square miles. 5. Total Coverage from planned flight lines including: a. 2 photo centers past North and South end of flight lines past BLM project boundary (not included in Square mile figure listed above) b. Also, if full quarter quad coverage is required, there may be additional "square miles" of coverage required. 6. Forward overlap percent: 62 percent (57 percent min. to 67 percent max.) 7. Minimum sun angle: 45 degrees. 8. Dates to fly: Before July 30th, 2004 (avoid July foggy weather). 9. Specifications: standard BLM specifications for film titling, sidelap, flight heights, metric calibrated camera, etc. (copies available upon request for bid purposes). 10. Geographic area of coverage map can be obtained by calling Paul Fritze at 707-825-2367. Product Number 1 Production Specifications: 1. The film will be directly scanned using a "roll" type scanner at 14 microns resolution. 2. Upon completion of the orthorectification processes, the contractor will color-balance all digital orthophotos. The color-balanced photographs will be partitioned into Quarter-Quadrangle 3.75-minute tiles in GeoTIFF format to a 1 meter pixel resolution. All tiles must also be color-balanced between each tile. 3. Unless otherwise stated, BLM will inspect and notify the contractor of any unacceptable products within 30 days of receiving the products from the contractor. Upon product inspection an Inspection Report will be provided to the Contractor. The date of return for unacceptable products shall be the date of postmark or other evidence that the products were returned by the Government to the Contractor. 4. The BLM will check for: a. The number of delivered files. b. The proper file formats. c. The proper file projections. d. Delivery of metadata files. e. Completeness of image. f. Correct coverage of image. g. Correct registration of image within 1:12,000 scale NSSDA. h. Acceptable mosaic lines. i. Acceptable image matching within the DOQQ. j. The statistical information (contained in the metadata) regarding orthorectification will be reviewed. k. Measurement of work performed shall be based upon items delivered and the acceptable inspection of same. The digital orthophotos will be inspected using ERDAS or ESRI suite of software. 5. All data delivered under this contract will reside in the public domain. All materials, furnished by the Contractor become the property of the Government upon completion of the project. The contractor shall have any and all rights to use for any and all purposes, imagery processed as a result of the fulfillment of this contract. 6. Image Mosaicking is required for project wide continuous DO produced from the provided photography. The necessary digital orthophoto quarter-quads shall be mosaicked by the Contractor into a single continuous project wide Digital Orthophoto, and corrected for radiometric and geometric inconsistencies along the edges. 7. It is recognized that there may be some color balance problems when individual digital orthophotos are color balanced. When questionable, the color match should tend to maximize resolution of the imagery. The contractor should notify the Contracting Officer Representative (COR) when serious problems are identified in the provided scanned images. 8. It is recognized that there will occasionally be mismatched images at overlapping areas. Therefore, the locations of the mosaic/blend lines shall be chosen in areas of homogeneous resources (i.e.; forested areas, grasslands, etc.) such that apparent errors of the geometric match of conjugate images along the join areas are minimized, particularly along/across linear and/or man made features such as streams and roads. Image mismatch should be minimized and within NSSDA for 1:12,000 scale digital orthophotos. 9. The Contractor shall ensure completeness of the Digital Orthophoto file such that no gaps exist in the image, including complete overedge coverage. 10. Quadrangle Corners: a. The locations of 3.75-minute corners within each full 3.75-minute quarter-quadrangle DOQQ, for NAD83, shall be defined by cross-shaped tick marks. They shall be embedded directly into the DOQQ image, be aligned orthogonally with the UTM projection and shall measure one pixel wide. The NAD83 ticks shall be solid white (gray scale value 255) and measure 151 pixels from tip to tip. b. Each NAD83 corner so marked shall be within one pixel of its true NAD83 UTM coordinates within the image when the image is registered using the NAD83 first pixel coordinates provided by the Contractor in the corresponding .met file. 11. Government Furnished Property: a. No government furnished property or equipment will be furnished to the contractor for this project; other than BLM film canister labels, weekly flying progress forms and project boundary maps. 12. Radiometric Accuracy: a. Except for adjustments required for tone matching the radiometric accuracy shall be maintained by the Contractor to insure that the DOs have the same image quality as the original unrectified input images.13. File Naming: a. The file naming convention for the digital orthophotos will be the contract number followed by the roll and frame number. 14. Accuracy Standards: a. All ortho-corrected products delivered under this contract will comply with National Spatial Data Accuracy Standards for 1:12,000 scale horizontal accuracy at 95 percent Confidence Level. 15. Projection/Coordinates: a. All data will be provided in Universal Transverse Mercator projection, Zone 10, Datum NAD83. Units will be meters. 16. Deliverables: a. All scanned unprocessed color imagery in uncompressed tiff format. b. Natural Color Digital Orthophoto Quarter-Quadrangles at 1:12,000 NSSDA 95 percent Confidence Level at 1 meter ground resolution. c. Natural color project wide continuous Digital Orthophoto mosaic at 1 meter ground resolution. d. Original natural color negative film processed and titled. e. One set of final natural color contact prints. f. Spot flight line index. g. Airborne GPS data file on photo centers in ASCII format. h. The contractor will provide in ASCII x,y,z file format all photo-identified control points used during the digital orthophoto generation process. i. All digital orthophotos provided to the government will have an on-the-ground pixel resolution of 1 meter. j. The contractor will provide all metadata files for the 3.75-minute tiles. The files will contain statistics concerning processing of imagery including root mean square error (RMS) values. The metadata will comply with FGDC guidelines as stated on the FGDC website http:/www.fgdc.gov. The contractor will provide metadata as XML and ASCII text files.17. Delivery Format: a. Each digital orthophoto shall be delivered in a GeoTIFF (.tif) image file without any attached or imbedded header information accompanied by a .met metadata file containing the following information about the .tiff image: (1) Number of columns in the DO. (2) Number of rows in the DO. (3) NAD83 UTM X and Y coordinates to three decimal places. (4) Production date of the DO in YYYY MM DD format. (5) Accuracy assessment data. (6) Image date/s and IDs. b. The order of the above data within the .met file is unimportant as long as the data in all of the .met files for the digital orthophotos to be produced under this contract are in the same order. 18. Delivery Schedule: a. The contractor will have no more than 90 calendar days to complete the project and deliver all final products to the BLM, from the flying completion date. 19. Delivery Medium: a. The contractor will provide all the above deliverables on a set of Firewire drive(s). One set to each group (BLM, RSL-USFS and MRC) for a total of 3 sets. 20. Invoicing: a. Invoices shall be submitted for accepted items subsequent to contractor receipt of the Government's Inspection Report (reference paragraph 3 under "Digital Aerial Tile Production Specification").
