- This synopsis ACQ0262:(AE)04-0003 replaces the sources sought notice entitled Sources Sought for IDIQ A-E for the Prep. of Planning Studies, Conceptual Plans and Cost Est. and Construction Plans and Specs for Various NSF Projects, Various PACNAVFACENGCOM Areas, posted on June 29, 2004, solicitation number ACQ0262:(AE)04-0002. The response date remains the same at July 16, 2004. The Naval Facilities Engineering Command Pacific is contemplating issuing a synopsis for a small business set aside for an indefinite quantity contract for Architect-Engineer Services for the preparation of planning studies, conceptual plans and cost estimates and construction plans and specifications for various National Science Foundation (NSF) Projects, at Antarctica and Christchurch, New Zealand. The services would include, but not limited to design and engineering services for the United States Antarctica Program (USAP) under the National Science Foundation. The work would include the preparation of planning studies, conceptual plans and cost estimates and construction plans and specifications. The work would also include engineering studies and surveys, specifically energy conservation surveys and third party reviews for facilities in Antarctica. Personnel traveling to Antarctica wound need to pass strict medical and dental examinations. The potential contract would not exceed twelve months or $1,000,000 total fee; whichever comes first. The project limitation would be $400,000 with a Government guarantee minimum amount of $10,000. The Government would reserve the option to extend the contract for an additional two years. Estimated construction cost for the project is $10,000.00 to $20,000,000.00. The main evaluation qualifications that the Government would be looking for includes: (1) Professional qualifications of the firm and staff proposed for design and engineering services for facilities in extremely remote, cold weather locations. (2) Specialized recent experience and technical competence of firm or particular staff members in the design and engineering services for facilities for extremely remote, cold weather locations. Energy conservation survey, third party reviews, and examples of innovative designs with the use of state-of-the-art technologies should be addressed. A-E small business firms meeting the requirements described in this sources sought are invited to submit a completed Standard Form 330, Architect Engineer Qualifications. (Note: SF 254 & SF 255 have been discontinued and will no longer be accepted.) The submittals will be received through electronic means by email sent to melvin.yoshimura@navy.mil with the subject line A-E Sources Sought No. ACQ0262:(AE)04-0002. Interested firms must submit the form by 2:00 p.m. Friday, July 16, 2004, Hawaiian Standard Time (HST). This is not a request for a proposal.
