- Description
- The Naval Research Laboratory (NRL) has a requirement for test and evaluation support for its research and development, maintenance and operation of a test bed for Defense Against Cyber Attacks in Mobile Ad Hoc Network Systems (DCA-MANETS). The requirement is to develop methodologies, hardware and software systems to model an operational Mobile Ad Hoc Network (MANET) with Command, Control, Communication, Computing and Intelligence (C4I) network applications and measure the communication performance during cyber attack. The system must be capable of running candidate defensive measures developed by DARPA DCA-MANETS performers and conducting comparative measurements to evaluate the effectiveness of these measures. The contractor(s) must provide software development, engineering design and technical support in the areas of Mobile Network Emulation Test Bed Development; Representative C4I Test Application Development; Automated Test, Vulnerability, and Attack Generation Mechanisms; Test Bed Instrumentation Development; Test Bed Integration ad Support; and Test and Evaluation Operations Support. The contractor must provide, on a level-of-effort basis, approximately 44,620 hours of analytical, scientific, technical, engineering and administrative support (e.g. project manager, system engineers, senior system architects, senior software architects, software engineers, logisticians, and administrative support). The Government anticipates the contract to be eighteen months. The contractor will require access to communications security information (COMSEC), must be able to receive and generate classified material and must be able to fabricate, modify, or store classified information. A detailed statement of work and the minimum personnel qualifications will be issued with the solicitation. Paper copies of the Request For Proposal (RFP) will not be provided. The Government anticipates an award of a Cost Plus Fixed Fee (CPFF) term type contract. The North American Industry Classification System (NAICS) is 541710. The NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. All responsible sources may submit a proposal, which shall be considered by the agency.
