Description
Defense Contracting Command-Washington (DCC-W) on behalf of the Office of the Secretary of Defense, Per Diem, Travel, Transportation and Allowance Committee is seeking contractor support to obtain detailed local market cost data for numerous location s in the United States to support this allowance. Section 403B to Title 37, U.S. Code allows the Secretary of Defense to pay a cost-of-living allowance to Service members in high cost areas in the continental United States. DCC-W intends to award a comme rcial contract under FAR Part 12 under a full and open competition to secure the services of a contractor for support to obtain detailed local market cost data for numerous locations in the United States to allow the Secretary of Defense to pay a cost-of-l iving allowance to Service members in high cost areas in the continental United States IAW Section 403B to Title 37, U.S. Code. The CONUS COLA Program focuses on non-housing cost-of-living data. For the contract, the company must have long-term in-depth expertise in providing data related to non-housing cost-of-living, especially in generating median city indexes and aggregations. An expected turn around time is normally 30 days to collect and provide requested data for up to 500 locations simultaneousl y. The company must already be providing this in-depth capability to its other customers. The contract shall provide current off-the-shelf non-housing cost-of-living data to a wide and sophisticated customer base. The law governing this program requires an index developed in the private sector, i.e., civilian, rather than military. Therefore, a firm is being sought that is able to develop data in-house with customers with similar requirements to the USG. USG generated data (for example, Bureau of Lab or Statistics) will be rejected. The period of performance is one (1) year with four (4) option years. Questions relative to this procurement received after 8 Jul 04 will not be accepted. Contact Point, Mr. Ken Kitahara, Contract Specialst, (703) 695-256 3, Mr. Harry Shatto, Contracting Officer, (703) 614-4579. The RFP will be available on or about 1 Jul 04 and will be available on DCC-W‘s homepage: http://dccw.hqda.pentagon.mil/services/RFP1.asp NOTE: THIS NOTICE WAS NOT POSTED TO WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (30-JUN-2004); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
