Description
The Department of Health and Human Services (DHHS), Office of the Secretary, Assistant Secretary for Planning and Evaluation through the Program Support Center, intends to negotiate a sole source award with the School of Pharmacy within the University of Maryland, Baltimore, Maryland under the authority of FAR 6.302-1. The purposes of this contract are to conduct analyses using the 1998 to 2001 Cost and Use files of the Medicare Current Beneficiary Survey (MCBS) that shall examine drug use and spending among Medicare beneficiaries in community and institutional settings; develop a data ready file of the institutional sample of the MCBS, conduct analyses on that data file, compare the data in the community-dwelling sample of Medicare beneficiaries, develop a model depicting the effects of expanded prescription coverage under Medicare Part D, and develop policy reports. The School of Pharmacy within the University of Maryland is the only possible provider of the required services because of its unique qualifications and expertise in performing statistical analysis of the 1998 to 2001 MCBS related to prescription drug utilization and expenditures of community-dwelling and institutionalized Medicare beneficiaries. In addition, they also possess unique expertise and extensive clinical and analytical experience in geriatrics, disability and long-term care policy related to prescription drugs. Contingent upon a successful negotiation, DHHS shall award a contract to the University of Maryland, School of Pharmacy. The proposed acquisition is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested organizations capable of performing similar services, and with the requisite qualifications and expertise, should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above within 45 days of the publication of this synopsis. No solicitation document is available. Capability statements should be submitted electronically within 45 days of the publication of this synopsis to Michelle Gray on mgray@psc.gov. A determination by the government not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
