Description
The Bureau of Prisons intends to make multiple awards for the provision Transitional Drug Abuse Treatment Services (Line Item #1) and Mental Health Services (Line Item #2) from sources having the ability to provide OUT-PATIENT assessment and counseling services(Line Item #1) and Mental Health Services (Line Item #2) within three-seven mile radius of both community corrections centers and that are accessible to bus or rail routes, within two blocks, and that provide direct services to the center of Philadelphia as defined by City Hall, located at Broad and Market Streets. The two Halfway Houses are located at The Kintock Group CSC, 331 N. Broad Street, Philadelphia, PA 19107, and Luzerne CCC, 600 E. Luzerne Street, Philadelphia, PA 19124. Services are for drug abuse treatment services and mental health services for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on October 1, 2004 with four (4) one year option periods, with service ending (if all option years are renewed) on September 30, 2009. The services required for this contract include Line Item #1 thru 3: Base Period: October 1, 2004 to September 30, 2005. Estimated Number of Inmates 130. (130) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 130 inmates = 2,080 total units; Group Counseling Sessions (30 minute sessions per inmate) 68 Group Units x 130 inmates = 8,840 total units. Option Year One: October 1, 2005 to September 30, 2006. Estimated Number of Inmates 136. (136) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 136 inmates = 2,176 total units; Group Counseling Sessions (30 minute sessions per inmate) 68 Group Units x 130 inmates = 9,248 total units. Option Year Two: October 1, 2006 to September 30, 2007. Estimated Number of Inmates 143. (143) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 143 inmates = 2,288 total units; Group Counseling Sessions (30 minute sessions per inmate) 68 Group Units x 143 inmates = 9,724 total units. Option Year Three: October 1, 2007 to September 30, 2008. Estimated Number of Inmates 150. (150) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 150 inmates = 2,400 total units; Group Counseling Sessions (30 minute sessions per inmate) 68 Group Units x 150 inmates = 10,200 total units. Option Year Four: October 1, 2008 to September 30, 2009. Estimated Number of Inmates 158. (158) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minute sessions per inmate) 16 Individual units x 158 inmates = 2,528 total units; Group Counseling Sessions (30 minute sessions per inmate) 68 Group Units x 158 inmates = 10,744 total units Line Item #1. For Line Item #4: Base Period and Option Year One, respectively: Estimated Number of Inmates 5. (5) Mental Health Intake Assessment and Report (1 per inmate). (10) Medication Monitoring (two per inmate). For Option Year Two: Number of Inmates 6. (5) Mental Health Intake Assessment and Report (1 per inmate). (6) Medication Monitoring (one per inmate). For Option Year Three and Four, respectively: Number of Inmates 7. (5) Mental Health Intake Assessment and Report (1 per inmate). (7) Medication Monitoring (one per inmate). for Line Item #2. The services described for Line Items thru Line Item 4, shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work, dated January 2004. The estimated closing date is August 2, 2004. All responsible sources may submit a quote which will be considered by this Agency. The RFQ will be posted o/a July 1, 2004. Responsible sources shall submit a proposal for either Line Item 1 or Line Item 2, or Line Item 3 (All Transitional Drug Abuse Treatment Services), with Line Item 4 (Mental Health Services), or all Line Items (if facilities are located close to both delineated areas). Line Item 4 (Mental Health Services can be subcontracted to outside sources).
