Description: Business centers can help promote and expand a competitive and efficient private sector in Iraq. Therefore, this program shall be designed to strengthen three existing business centers in major cities and support the establishment and growth of others. Each of the three existing business center will be established as an NGO which will perform fee-based services with the objective of becoming self-funding over time. The contractor will provide each center with a business plan, strategic direction, management oversight and specific task-centered support to build the management and technical skills of the Iraqi team at each center and support the development of each center as a leader in providing high quality, fee-based business support services to micro, small, and medium-sized enterprises in Iraq. With time, the centers must build a clientele and establish a fee structure that will cover the costs of the operation. This goal will have an impact on the kinds of clients served and the level at which training and support services are provided. A complementary activity is to develop the umbrella organization to which the business centers belong, the Iraqi Business Centers Alliance (IBCA). Currently, IBCA exists as a web portal (www.iraqibusinesscenter.org) with links to its member business centers and other information sources. The contractor will explore the extent to which IBCA can and should become an entity that creates synergies among the business centers beyond a common website. Another complementary activity to be developed and implemented through the business centers is the establishment of a Business Speaker Series. This service will provide a platform for the business centers to attract individuals to the center through addressing issues that are of interest given today?s business opportunities and situations; it should also be one of the vehicles to help the business centers move toward self-sustainability. Finally, the contractor must commit to provide, through the business centers, a level of financial and business consulting to enterprises seeking debt financing. These services will be provided to company managers and owners to address the growing need for greater understanding of the credit application process, preparation of financial statements and business plans, the nature and structuring of long-term borrowing, and other specific financial skills needed to manage a business. The particular topics to be addressed will be determined and programmed by the contractor keeping in mind the quickly expanding demands that are now being placed on private sector businesses in Iraq to compete in a free market. Throughout its efforts, the contractor must act in keeping with the objective of evolving the business centers into Iraqi organizations ? managed and operated by Iraqis for the benefit of the Iraqi business community primarily, and only secondarily for the benefit of the international (including American) business community. Duration of the contract period: 15 months from Contract Award Procedures to be used in awarding the contract: Written solicitations shall be prepared in accordance with Section L (pages 77-91), and submitted via e-mail to karen.maskew@cpa-iq.org not later than 1600 hours (Baghdad time) on 16 July 2004.
