- NA This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for providing a mapping production system to the Republic of Korea Air Force (ROKAF) to support the imagery and mapping data requirements for the F-15K aircraft. One of the primary requirements of the mapping production system is for a hardware and software suite that is capable of scanning paper aeronautical charts and creating the digital image of the charts formatted in National Geospatial-Intelligence Agency (NGA) specification compliant Compressed ARC Digitized Raster Graphics (CADRG) to be used on the USAF Joint Mission Planning System (JMPS). The system design should allow for incorporation of software to accommodate GeoTIFF and Multi-resolution Seamless Image Database (MrSID) formats. A second requirement is to process panchromatic and multi-spectral OrbView 2.5 meter and .61meter imagery into NGA specification compliant Controlled Image Base (CIB). The contractor should provide the capability to expand the system to incorporate imagery from Quickbird, IKONOS or SPOT if the ROKAF subsequently selects to use one or more of these formats. The seaming of frames must be seamless with no loss of data where seaming frames is accomplished. Only contractors with highly trained engineers in the field of CADRG and CIB production processes and knowledge of the associated software will be considered. The system must have a means to catalog the NGA formatted data and allow the user to track currency and to easily retrieve catalogued data. The contractor must also support in-country training of ROKAF personnel on the system hardware and software operation. The training will be conducted in English. Experience with the DoD Foreign Military Sales (FMS) process as well as working with Asian Countries is necessary. Any information submitted by respondents to this Sources Sought Synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this synopsis. The Government requests interested offerors submit one (1) copy of their capability response no later than 4:00p.m, Eastern Standard Time, on 15 July 2004 to the following address (for first class or overnight mail): ESC/ACK, Attn: Cindy Burrows, 11 Barksdale St., Hanscom AFB, MA 01731-1700. The response should not exceed five (5) one-sided, 8.5 x 11 inch pages, with the font no smaller than 10 point.
