Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue a cost plus fixed fee contract to Physical Sciences Inc. (PSI), 20 New England Business Center, Andover, MA 01810, for research, analysis, characterization and modeling of weapons effects on ballistic missile threats for the Aegis Ballistic Missile Defense (BMD) Program. Essential to these efforts is the use of the PSI-owned Translating Expanding Sphere Model (TESM) application for Aegis BMD pre- and post-mission analyses, including debris characterization. As the developer and owner, PSI is the only technically qualified source with the requisite knowledge, expertise and experience to modify and utilize the TESM to support Aegis BMD requirements. There is no other known application that will satisfy the Government?s technical requirements, cost and schedule considered. The period of performance will be from date of contract for twelve months thereafter, with two options for an additional twelve months each. This contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
