Description
This is a combined synopsis/solicitation for commercial items, per FAR 13.5 utilizing the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation N63394-04-T-0188. A written solicitation will not be issued. N63394-04-T-0188 is issued as a Request for Quote on a sole source basis to Lockheed Martin, Maritime Systems and Sensor, San Diego CA. The North American Industry Classification System (NAICS) is 334515 and the size standard is 500 employees. The contract type is Firm-Fixed-Price. The following items and quantities are required: CLIN 0001 Description Quantity Unit of Issue Common Scenario Control Environment 1 EA Synchro Server in accordance with the SOW. Including the following: Hardware items: PowerPC Single Board Computer 2 Ramix Ethernet Card 2 Datum BC635 IRIG-B Time Card 2 Digital-to-Analog Converter Board 12 Network Switch 1 Synchro Server VME Chassis 2 Application Host PC 1 Labor hours Program Mgr 60 System Engineer III 160 System Engineer II 80 System Software Engineer I 350 Staff Administrator (word processor) 60 Total Labor Hours 710 Statement of work provided as follows. Title of Task: Common Scenario Control Environment (CSCE) Synchro Server 1. INTRODUCTION Port Hueneme Division, Naval Surface Warfare Center (PHD NSWC), Integrated Combat System Test Department (ICSTD) is tasked with the continued development, Life Cycle Maintenance (LCM) and technical refresh of CSCE, an open system architecture sim ulation system that supports Combat System Integration Testing (CSIT) and Battle Force Interoperability testing (BFIT) for US Navy combat systems. One of the primary goals in the on-going development of CSCE is to provide an extensible, scalable simulation system. CSCE has been designed to achieve this goal by providing a communications architecture that allows for the distribution of CSCE functionality over systems, components and processors. CSCE currently provides simulated Ownship synchro (analog signals) outputs for heading, pitch, and roll and raw wind synchro outputs for direction and speed to various test bed subsystems. This capability has been integrated into the CSCE Navigation Simulator VME processor. It uses multiple VME bus cards, embedded in the NAV VME chassis, containing digital-to-synchro converters to provide the analog outputs. It has become apparent t hat in order to provide synchro outputs from multiple CSCE units across all the various test bed subsystems requiring analog signals, that a more efficient and more cost effective approach is required. In support of the above requirement, the contractor is to provide system engineering support, hardware procurement/installation, and development/LCM for a remote CSCE turnkey Synchro Server system. Figure 1 depicts a ?CSCE Synchro Server Conceptional Block Diagram? as an example of such a system. Tasking will involve evaluating both current and future test bed synchro requirements, hardware and software system engineering, hardware procurement and installation, server application development and CSCE integration, and associated documentation. 2. REFERENCES The following references were used in the preparation of this SOW. Standard TCP/IP Protocols Short Term S cheduling Procedures, ICSTFINST 4440.4C ICSTF Security Manual, ICSTFINST 5500.2A 3. REQUIREMENTS Procure and install CSCE Synchro Server hardware including: o 2 VME Chassis each containing: 1 PowerPC Single Board Computer 1 Datum BC635 IRIG-B time processor 1 or more Digital-to-Synchro converter boards o 1 Application Host Workstation o 1 Network Switch Prepare detailed engineering study defining system requirements and design approach Develop Synchro Server Application o Each of the Synchro Servers will receive Ownship parametric data at 1 Hz from either the CSCE Real-Time System or from the CSS legacy Control Interface (I1 module) o The parametric data will be interpolated to instantaneous values at rates required by each synchro channel o The Synchro Server Application will be stored on a dedicated workstation, which will also host the legacy HMI needed to assign synchro channels to each CSS o The HMI of each CSCE and the Synchro Server will be continuously updated to reflect the current assignment status of all synchro channels Implement CSCE program modifications o HMI for assigning synchro channels to each CSCE Integrate CSCE Synchro Server with CSCE Real-Time System Prepare/present technical presentations or briefs, as required, to management/CSCE user groups Generate updates to the CSCE SRS/SUM documents Prepare bi-weekly status reports detailing Synchro Server development progress 4. The performance of the contractor and the quality of work delivered shall be subject to in-process review and inspection. Final inspection and acceptance shall be at San Diego facilities or other government facility as directed by the Program Manager. 5. DELIVERABLES Engineering study detailing Synchro Server system requirements and design (07-23-04) Synchro Server hardware suite (09-03-04) Synchro Server Application program (10-08-04) CSCE program updates (10-04-04) CSCE SRS/SUM updates (Draft 11-02-04, Final Version 01-31-05) IDS between CSCE and Synchro Server (Draft 08-27-04, Final Version 01-31-05) 6. A monthly financial report, including charges for labor, travel and material against this order will be provided to the Technical point of contact not later than the 10th day of the following month. 7. Place of Performance. All work will be conducted at the contractor?s facility and at NSWC PHD SDD laboratory spaced in San Diego. Classification of material used in performance of this SOW may include confidential and secret. 8. Travel. There is no travel requirement associated with this SOW. 9. Government Furnished Material/Equipment. All appropriate government furnished material/equipment will be provided to the contractor for the testing of software. The data listed in Section 2, REFERENCES, are GFI. The government will supply such documents as requested by the contractor and as agreed to by the TA. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23 Published May 5, 2004, effective through May 5, 2004. The offeror must provide the information contained in 52.212-1 instruction to offeror-commercial items, 252.212-7000 Offeror Representative and Certification ? Commercial Items and must include a completed of 52.212-3 Alternate 1 Offeror Representatives and Certifications and 252.225-7000 Buy American Act-Balance of Payments Program Certificate with their offer. 52.212-2 Evaluation ? Commercial Items, (a) The Government w ill award a firm-fixed-price contract resulting from this solicitation on a sole source basis to Lockheed Martin Maritime Systems and Sensors, San Diego, CA. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition.
