Description
LARC V (SLEP) Solicitation N00025-03-R-0003 is set aside for small business and has been released to the following website:http://esol.navfac.navy.mil on August 5, 2003. The Naval Facilities Engineering Command intends to procure services to (SLEP) Service Life Extension Program, for the Lighter, Amphibious, Re-Supply, Cargo, 5-Ton (LARC V). The contract will require the overhaul, repair and upgrade of the LARC V. This shall include the replacement of the existing diesel engine and hydrostatic transmission with current technology components to improve craft reliability, maintainability and capabilities. The Contractor shall perform repairs and upgrades to one (1) unit in the base year. This unit will undergo operational testing and evaluation to demonstrate compliance with performance and operational requirements. The work will be performed in accordance with the SOW, specification and drawings. Further, the Contractor shall (1) improve the propulsion system by selecting and installing a new diesel engine and replace the existing mechanical drive with hydrostatic drive resulting in a water speed of 7 knots and a land speed of 30 mph; (2) improve the craft’s towing capability through redesign of existing tow bitt and forward and aft welded pad-eyes to handle increased loads; (3) improve the craft’s watertight integrity through installation of new engine compartment hatches and raised bulwark; and (4) improve technical documentation and Integrated Logistic Support and provisions for spare and repair parts. Additionally, the Contractor will be required to install new components, modify structure, piping and existing equipment, apply coatings, test, outfit, support and deliver a fully functional LARC V system. Other repairs will include but will not be limited to: replace existing cab windows, replace existing oil-heated window defroster and cab heater systems, modify deck and below deck storage units, sandblast hull and repair as needed. After completion of repairs, craft shall be painted/coated as specified in SOW. The contractor shall use available commercial products, processes, and practices to the maximum extent possible to reduce production and operational support costs. Upon successful completion of the prototype, the government may exercise up to four (4) options periods for the overhaul of approximately 36 units. The solicitation will be released as restricted to small businesses with the intent to award a firm-fixed price contract utilizing Source Selection Procedures. The anticipated award is scheduled to take place during the first quarter of Fiscal Year (FY) 2004. The North American Industry Classification System (NAICS) for this requirement is 336611 which is a size standard of 1,000 employees. The solicitation will be available for viewing and downloading on the World Wide Web address: http://esol.navfac.navy.mil on or about June 13, 2003. Potential offerors will be responsible for downloading a copy of the solicitation and for monitoring the site for any amendments.
