- Note: 1. A Liquidated Damange Clause, 52,211-11, Liquidated Damages-supplies, Services or Research and Development (4/84) additional clause is included in this combined/synopsis solicitation, with the final amount of damages subject to negotiation. 2. Answers to questions submitted: 1) Will there be an extension to the due date? No 2) Will there be a fly off? No 3) Is there an estimated timetable for delivery? Is DEA requesting a 2004 delivery for airframe and completion or 2004 airframe arrival with completion in 2005? DEA would like delivery as soon as possible. Please propose a viable delivery schedule. 4) Please clarify that the Maximum Gross Take Off Weight (MGTOW) of 3,500lbs specified is the minimum (MGTOW) allowed for aircraft submitted. (There is not in the industry a 2 crew and 4 passenger helicopter that can comply with having a MGTOW of 3,500). The requirement remains as stated. 5) Is the public announce system required for internal (inside the cabin) or external (outside the aircraft) like the NAT Loudhailer. Internal 6) How many copies of the proposal is required? Three 7) Please confirm that the minimum 15 hours of pilot training is standard transition flight training in the aircraft selected and not instructor pilot training. Pilot training is standard transition flight training. 8) Also, the reference to instructor pilot is simply to ensure that the two DEA pilots divide the minimum 15 hours of flight training and conduct the flight training in the presence of the OEM certified instructor pilot. Each pilot is to get 15 hours of transition flight training. 9) Will training maneuvers, including autorotations, be in DEA’s aircraft? No, this training is expected to be done in the offeror’s aircraft. 10) Will scheduled training coincide with delivery at the manufacturer’s facility? Yes 11) Will it be acceptable to provide maintenance and system operational training in a two week airframe maintenance course and a one-week engine class? Yes 12) Is CD format acceptable for all technical publications? Yes 13) Is the 3MWX500 Stormscope acceptable? Yes 14) Confirm the number of aircraft DEA is requesting. Up to four.
