- Description
- This is a REQUEST FOR INFORMATION (RFI) No. TB-2004-RFI. This is not a formal solicitation or a request for proposals. A quotation received in response to an RFI is not an offer and cannot be accepted by the Government to create a binding contract. It is informational in character. An RFI may be used when the Government does not intend to award a contract on the basis of the solicitation but wishes to obtain price, delivery, or other market information for planning purposes. This RFI is for information and planning purposes only and is not to be construed as a commitment by the US Government or the Baghdad Contracting Activity. US Government and the Baghdad Contracting Office, Iraq are seeking to identify sources capable of providing the following: Mobile X-Ray Screening and TB Health Clinic Vehicles 1. Approximate Interior Dimensions: Length? 21? 6? (6.55M); Width? 7? 6? (2.29M); Height ?7? 0? (2.13M) 2. INSULATION: Body shall be insulated on sides, ends, floor and ceiling with foamed-in-place urethane. Insulation offers optimum environmental protection; adds support to sides, ends and roof; prevents entrance of moisture; and acts as a sound retardant. (Minimum: R-12.) 3. WALLS AND CEILING: A. The interior walls shall be lined for full width and length with 1/4-inch thick laminated panels. Panels shall be secured with joiners, edgings and moldings specifically designed for this purpose. B. Ceiling shall be surfaced with NUDO Products, FiberCorr, or equal, ceiling panels, with overlay laminated to a corrugated plastic core. 4. FLOOR: A. Between cross sills, secure galvanized sheet to fully enclose floor area. Above cross sills, secure 3/4-inch thick plywood which is laminated on both sides. The panel edges to be treated with edge-sealer for water resistance. Underside of floor panels exposed to road shall be sprayed with sound-deadening undercoating. B. Floor shall be surfaced with heavy-duty cushioned vinyl linoleum. 5. PAINTING PROCEDURES: A. Body exterior shall be thoroughly cleaned, sanded and primed with primer. Body shall be painted with two (2) coats of polyurethane topcoat, B. Body shall be undercoated with sound-deadening undercoating. 6. ENTRANCE/EXIT DOOR(S): A. Doors shall be corrosion resistant, and insulated with structural urethane and dust-sealing neoprene extrusions. Door(s) shall include safety-glass window with designer Venetian blinds. Door latch shall be a heavy duty, latch with keyed deadbolt lock. Hinges shall be stainless steel, strap type. Suitable safety steps and grab handles shall be installed at door locations. B. Install safety-tread, pullout steps at side entrance/exit locations. Includes a handrail system for patient convenience. 7. WINDOWS: Install sliding safety-glass windows with insect screens within body sides. All windows shall be equipped with white Venetian blinds. 8. ELECTRICAL SYSTEM: Unit shall be wired to receive, 220VAC, 50-Hertz, AC, power from generator or local power source via lead-in cable. 9. WIRING: A. All wiring shall be stranded wire or plastic jacketed, non-metallic sheathed cable with ground. Wiring and related devices shall be mechanically and electrically secure. Items requiring periodic service shall be readily accessible and serviceable. Wiring shall be protected by grommets when passing through structural members. B. Circuit breakers panel(s) of adequate capacity shall be installed at appropriate locations within body and shall include: 1. Individual 120-volt circuits for utility equipment, lights and receptacles. 2. 220 VAC, 50 Hz for air conditioning and electric heating units. C. Duplex receptacles shall be provided in convenient locations within body interior to conform to the National Electric Code of manufacturing nation. D. Provide 50-foot, 4-wire lead-in cable with waterproof receptacle on one end and alligator clips on other end for connection to power source. Cable shall be sized to unit capacity. 10. LIGHTING: A. Fluorescent lights in standard 1-, 2-, or 4-tube fixtures shall be surface-mounted on interior body ceiling within plastic diffuser panels or beneath cabinets above work surfaces to give a minimum light density of 75 foot-candles at working distances in all parts of a room. Diffusers shall be equipped with latching device to prevent falling in transit. B. 12-volt dome lights shall be provided at each door entrance and within exterior body compartments. C. Install a floodlight on unit exterior at each door entrance. Floodlight shall be controlled by interior switch. 11. GENERATOR/GENERATOR COMPARTMENT: (Gasoline Generator) A. Compartment shall be accessible from rear via hinged, louvered doors. B. Compartment shall be properly framed with aluminum members and surfaced with aluminum panels. Area between inner and outer walls of compartment shall be insulated with foamed-in-place urethane. C. Install a 15 kilowatt generator equipped with vacuum cooling device, remote controls, starting battery, Generator shall be installed for easy servicing, proper heat and exhaust dissipation, and connected to vehicle fuel tank for fuel supply. D. Generator shall be equipped with a 5-foot pigtail cable section with waterproof receptacle for plugging into power inlet receptacle installed within generator compartment. E. Generator shall be shock-mounted on vibration isolators. F. A seamless exhaust section shall connect the generator manifold with the intake of the critical area silencer. A 5-foot flexible, exhaust extension equipped with quick-disconnect connector shall be provided to add to underbody exhaust line for additional exhaust dissipation. 12. AIR CONDITIONING/HEATING: A. There shall be installed at the front of the mobile unit a CARRIER, or equal, single-phase air conditioning unit. Unit shall be shock mounted, properly framed and connected to a metal duct installed between the roofs and ceiling. Duct shall be insulated and shall include adjustable air diffusers throughout body interior. Unit shall be thermostatically controlled. Condensate shall be dispensed via flexible tubing from air conditioner to ground. A rustproof metal dust shield shall be provided in front of air conditioner intake, where applicable. Cooling and heating capacity: thermostatically controlled capable of maintaining temperature within 68-80 degrees in temperatures between 23- 120 degrees F. 13. PLUMBING: A. The plumbing system shall be designed to receive water directly from local sources or from the installed tank. Plumbing fixtures, devices and appurtenances shall be supplied with water in sufficient volume and at pressures adequate to enable them to function satisfactorily and without undue noise. All water piping shall be subjected to adequate water and pressure tests to determine leakage or loss in pressure. B. The plumbing system shall include: 1. One (1) 30-gallon fresh water tank, 2. One (1) 35-gallon wastewater tank with hose connection, 3. One (1)120-volt heavy-duty water pump, 4. One (1) 6-gallon electric water heater. C. The fresh water tank shall be installed within an insulated underbody skirt compartment accessible through a hinged door with flush-mounted lock and holding device for door in open position. Compartment shall be provided with electric heater for winter protection against freezing. D. Fresh water tank shall be connected to water heater and water faucet at sink by high pressure, tubing. E. Plumbing system shall be equipped with check valves in accordance with approved commercial practice. F. Provide one (1) 50-foot water hose and one (1) wastewater hose. Hoses to be different sizes to prevent intermix. G Install a dispenser for folding paper towels at each sink location. H. Waste water shall drain to waste tank or hose connection through corrosion resistant PVC tubing. I. Unit shall be equipped with a water filter with replaceable filter element. 14. INTERIOR FURNISHINGS: A. Examination Room: 1. Build in surfaced desk section with center drawer. 2. Provide steel examining table which includes: stirrups; paper roll; pull-out leg rest and treatment basin; front and side drawers; electric outlet; and a seamless, foam-in-place contoured top. Table shall be secured to floor at two locations with rustproof rings and adjustable turnbuckles. 3. Provide and secure an upholstered doctor?s stool. 4. Provide a floor-mounted examination light that is shock-mounted and secured for transit. B. X-Ray Room: 1. Shall be separated from Exam Room by floor-to-ceiling partition lined with lead. Install leaded view-glass window within partition. Access through automatic closing, lead-lined door with overlapped lead-glass window and leaded louver in lower section; (Partition, door, and windows shall be leaded in accordance with standards of the nation of manufacture.) 2. Install floor-to-ceiling storage closet with adjustable shelves and access through hinged door. 3. Build in surfaced work counter with storage under. 4. Under counter install overhead storage cabinet with hinged door access. 5. Install lead lining in exterior walls; includes lead in lower section of exterior door beneath window. 6. Shock mount and install x-ray equipment in accordance with the manufactures approved procedures. Includes wiring to all wall-mounted junction boxes for final calibration and wiring hook-up by x-ray technician. Cost of installation and test should be included in the price. C. Control/Darkroom: 1. Shall be separated from X-Ray Room by floor-to-ceiling partition lined with lead. Includes automatic closing door with light-tight louver and equipped with overlapped lead, view-glass for voice communication between technician and patient. Opaque curtain provided over lead view-glass window. (Partition, door, and windows shall be leaded in accordance with the standards of the nation of manufacture.) 2. Build in L-shaped surfaced work counter along rear and street side walls. Rear counter shall be above recessed generator compartment with drawer storage between generator compartment and countertop. 3. Install overhead storage cabinets with hinged door access across rear wall. 4. Street side counter shall have cabinet storage below counter. Within counter install a stainless steel sink with hot and cold water faucet. 5. Shock mount stationary x-ray control unit. 6. Install a darkroom ventilator. 7. Wall mount safelight and a double-bank x-ray illuminator. 15. X-RAY EQUIPMENT: Fixed, standard, pulmo scan, includes monitor and printer. 1.5kW high frequency highly stable generator, narrow (less than 1mm) flat X-ray beam minimizing scattered radiation influence, detector with dynamic range of 10. Multiple image display with max; 6 images. Contrast/brightness and brightness gamma correction, image filtering (brightness). Digital unit, computers w/a web browser, medical CD Burner. Install and shock-mount x-ray equipment in accordance with manufacturer?s approved procedures for operational service and travel. X-ray equipment to be supplied and integrated by vendor. Provide tapping plates in floor, wall, and/or ceiling to secure x-ray equipment. 16. MISCELLANEOUS: A. Four (4) removable, heavy-duty, swing-away stabilizing jacks shall be provided. B. Two (2) 1 KG dry chemical fire extinguishers shall be bracketed and installed within body interior. C. One (1) highway warning kit, including three (3) red emergency triangle reflectors shall be provided. D. An underbody storage compartment shall be provided to store lead-in cable, etc. Accessible through hinged door with holding device and flush-mount chrome lock. E. Install coat hooks at convenient locations within body interior. F. Provision shall be made for securing all equipment during operational transit. G. Two (2) copies of Medical Coaches? Operator?s Manual shall be provided in English and Iraqi Arabic. 17. CHASSIS/BODY EQUIPMENT: A. The vehicle shall be equipped with head lights, running lights, reflectors, turn signals, and back-up lights. 18. PRE-DELIVERY PREPARATION: Prior to delivery the entire vehicle shall be tested and confirmed for drive-away condition in IAW manufacturer?s recommendation to include warranty clauses. Each component will be serviced in accordance with the manufacturer?s recommendation. 19. LIMITED WARRANTY: A. Vehicles will include manufacturer?s limited warranty on the mobile unit for at least twelve (12) months or 12,000 miles. B. A detailed warranty statement shall be provided upon purchase or upon request. C. Public address equipment: Amplifier, microphone and one (2) exterior speakers. D. 24-unit first aid kit with all necessary bandages, antiseptics and burn ointments contained in a steel box. 20. CHASSIS SPECIFICATION: Chassis Model.......................................... Full air brakes This notice is an attempt to determine the availability and capability of a supplier to deliver Mobile X-Ray Screening and TB Health Clinic Vehicles in 60 days or less. Companies capable of providing the equipment defined above are encouraged to respond by providing their company name, points of contact with email address and phone number, a listing of types and quantities of the equipment available, and finally, what their listed catalogue price would be for the one (1), ten (10) or twenty (20) vehicles that include the quantities of equipment contemplated above. Responses to this RFI must be submitted within 10 days from the date of this announcement, unless otherwise stated within the body of the RFI announcement. In accordance with Federal Acquisition Regulations 52.207-4 Economic Purchase Quantity-Supplies, and as prescribed in FAR part 7.203, the following provision applies; Economic Purchase Quantity-Supplies (Aug 1987) (a) Offerors are invited to state an opinion on whether the quantity (ies) of supplies on which bids, proposals or quotes are requested in this solicitation is (are) economically advantageous to the Government ________________________________________________________________________________________________________________________________________________________________________________ (b) Each offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity. If different quantities are recommended, a total and a unit price must be quoted for applicable items. An economic purchase quantity is that quantity at which a significant price break occurs. If there are significant price breaks at different quantity points, this information is desired as well. Note 2: Finally, with regard to meeting any one person or group of persons during this RFI process.
