Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation, 107/0082Z/04, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-24 and DFARS Change Notice 20040625. The contractor shall provide the UFAC MASINT Systems Transition Support as described below. The commercial contract will be firm fixed price (with 12 monthly payments to the vendor). Travel costs will be negotiated after award. DESCRIPTION 1. The Defense Intelligence Agency requires a network of MASINT sensors (MASINT Network). The MASINT Network must meet the Capabilities of Interest (COI) provided in a classified matrix. (An interested contractor may pick up this matrix at the Virginia Contracting Agency in Northern Virginia. Please contact the Contracting Officer, Chris Williamson, at (703) 907-0420. A TS Facility Code and courier badge are required.) A prototype of this MASINT Network should be available for test and evaluation at a test site within 10 months of contract signature. The prototype should be delivered to the Government along with design specifications, written evaluation of testing, and written recommendations for improvements within 12 months of contract signature. 2. The Government requires software to process and integrate the multi-node sensor data collected by the MASINT Network. Processing capability should include signal detection and enhancement, spectrum analysis, and event geo-location. Software must be compatible with a Windows platform and have a Graphical User Interface that includes GIS displays. Prototype software must be available in time for the MASINT network test and should be delivered with the MASINT Network prototype. 3. The Government?s priority of signal domains is based on the assessed current maturity of sensors and understanding of the phenomenology. The Government requires that the developer address the sensor domains in a staged fashion in the proposed priority in order to expedite the fielding of capabilities, however, parallel development of multiple domains is expected. The proposed signal domain priority is contained in the classified matrix (see above). Delivery and acceptance will be at the DIA in Washington, DC, FOB Destination. The period of performance shall be one year through the date of award. The provision at FAR 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. The provisions at FAR 52.212-2, Evaluation--Commercial Items are incorporated. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer will be the most advantageous to the Government, price and other factors considered. The following factors, listed in descending order of importance, shall be used to evaluate the offers: (i) Technical capability of the item offered to meet the Government requirement, (ii) Price and (iii) Past Performance (see FAR 13.106). Offeror must complete and submit with its proposal, FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARs 252.212-7000 Offeror Representations and Certifications--Commercial Items. The clauses at FAR 52.212-4, Contract Terms and Conditions/Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The DFARs clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition.
