Description
The National Weather Service, NOAA through the Central Administrative Support Center intends to procure 166 ea. PERSONNEL RESCUE APPARATUS which provides a personnel rescue anchor point mounted to a fixed ladder at the top of the antenna dish associated with the NWS Weather Surveillance radar ? 1988 Doppler (WSR-88D). The fixed ladder to which the proposed unit will be attached is located on the back of a 28-foot antenna dish. The entire antenna and pedestal assembly is housed inside a radome measuring approximately 35 feet high and 39 feet in diameter. While climbing this ladder, technicians are fully harnessed and attached to a ladder slide (via a snaphook) as they ascend. Should the technician fall from the ladder and become suspended and incapacitated for any reason, rescue personnel would have no anchor point for attachment of the Rollgliss Rescue System to support a rescue. The mechanical system identified in the specifications is intended to provide this anchor point by means of a retractable apparatus permanently mounted on the fixed ladder in a manner that will not interfere with the ladder?s current method of use, or the antenna?s operation. The offeror must be familiar with OSHA and ANSI regulations regarding design and manufacture of personnel rescue systems, and must have detailed knowledge of climber?s carabiners and the Rollgliss Rescue System that the rescue anchor must be compatible with. The Government intends to obtain the best value product available to meet its needs considering benefit of design, ease of installation and use, and weight of the apparatus. Offerors will be required to submit a written proposal identifying the planned configuration of the production units and descriptive literature. First article will be delivered within 45 days after contract award to NWS Engineering Branch, Norman, Oklahoma and the production units will be delivered within 90 days after acceptance of the First Article to NWS National Reconditioning Center, Kansas City, MO. The resultant contract will be firm-fixed price. NAICS code is 339999. Small Business size standard is 500 employees. This acquisition is unrestricted as to business size. All responsible firms may submit an offer which will be considered by the agency.
