Description
Primary Point of Contact for this project is Kenneth R. Carleton, Contract Specialist, 817/886-1084 DESCRIPTION: Construct a standard-design tactical equipment shop and related facilities (oil house, sentry station, deployment storage building and h ardstand organization parking). Building material requirements include tilt-up insulated sandwich wall panels and minimum slope Chlorosulfinated Polyethylene roofing. Provide security vault and intrusion detection system (IDS) rough-in. Shop will contai n scheduled maintenance pit, overhead crane, compressed air and vehicle exhaust system. Provide complete building fire sprinkler system. Support facilities include utilities, roads, walks, POV parking, storm drainage, landscaping, and site improvements. Air conditioning in administrative areas: 5 tons. Heating will be by self-contained units. Demolition includes three buildings (10,239 SF) within the footprint of the new facility. Significant demolition includes hazardous materials abatement. Major r eplacement of site utilities is also required. Sustainable principles will be integrated into the development, design, construction, and maintenance of the project in accordance with Executive Order 13123 and other applicable laws and Executive Orders. A nti-terrorism/force protection (AT/FP) will be provided by building construction features and site measures. This contract action will be subject to the availability of funds. The Government intends to award on an Unrestricted, Best Value basis using full and open competition from among all responsible, responsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be appli ed to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concerns price. Award will be made to the offeror providing the Best Value to the Government. The following evaluation criteria will be used: Past Performance, Experience, Subcontracting Plans (Large business only), and Small Disadvantage Utilization Plans (all businesses) in addition to price. Estimated duratio n of the contract is 365 days from Notice to Proceed. Plans and specifications, when available, will be posted on the Internet and available on CD-ROM. Plans and specifications will not be available in paper format. Notification of amendments will be ma de through either CD-ROM, and/or Internet only, however, the Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Institutional Building Construction. Small Business Standard is $28.5 million. The construction project price range is mo re than $5,000,000 to $10,000,000. The solicitation is tentatively scheduled to issue on or about 22 July 2004, and the proposal due date is on or about 23 August 2004.
