- NA DESCRIPTION: This is a combined synopsis/solicitation for a commercial aluminum belly dump, 2 axle trailer prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote being requested. Solicitation No. 201814Q031 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. This acquisition is 100% set-aside for small business. The NAICS Code number is 333924. The small business size is 500. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. BACKGROUND: The U.S. Fish and Wildlife Service, San Bernard National Wildlife Refuge, 6801 C.R. 306, Brazoria, Texas 77422, requires a Travis 37' 2" Aluminum Belly Dump, 2 axle trailer, Model #ABD 37/24, or equal with push bumper for rear of trailer. The solicitation is limited to this make and model for reasons of safety, efficiency, and compatibility to the existing related equipment with available service from authorized dealer. GENERAL DESCRIPTION: Aluminum Belly-Dump Trailer Specifications. Item 1. Minimum of 37 feet and maximum 39 feet overall length; Item 2. 24 cubic yard capacity; Item 3. Dump hopper size 106 x 50 inches; Item 4. Body width not to exceed 99 inches; Item 5. No less than 14 inch ground clearance from bottom of hopper; Item 6. Air cylinder to open hopper, not hydraulic, with at least a 24 inch stroke; Item 7. Diamond plate front and rear fenders; Item 8. Ladder on front of trailer with rails to be used to climb from truck end, not rear of trailer; Item 9. Removable legs on either drop or dolly design; Item 10. Four leaf spring suspension; Item 11. Automatic brake adjusters; Item 12. Aluminum wheels 24.5 inches; Item 13. Tubeless steel belted Radial Tires; Item 14. 2 inch diameter steel fifth-wheel pin on rocking upper coupler; Item 15. Aluminum air reservoirs for brake system and hopper gate controls; Item 16. Hopper control valve to be used inside of truck cab and one on side of trailer for outside use; Item 17. Rear push bumper; bolt on. Delivery to refuge site. Total price must include FOB Destination (delivered price), which will include delivery to the U.S. Fish and Wildlife Service, San Bernard National Wildlife Refuge located at 6801 C. R. 306, Brazoria, Texas 77422. Total price must also include all applicable federal, state, and local taxes or fees. Note: POC to be contacted 24 hours prior to delivery. Any discounts should be listed on your quote. Delivery must be made on weekdays excluding federal holidays, between 8:00 a.m. and 2:00 p.m. local time. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, FAR 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, 52.204-07 Central Contract Registration, 52.211-06 Brand Name or Equal, 144802-038 Electronic Commerce Website, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on other considerations and price; FAR clauses can be accessed at the following websites: http://www.arnet.gov/far and http://www.doi.gov/pam/pamare. Vendors wishing to respond to this combined synopsis/RFQ should provide this office with the following: price quote less discounts with correct remittance address, and a completed copy of FAR Clause 52.212-03, Offeror Representations and Certifications-Commercial Items. The Offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for the receipt of offers.
