Description
The United States Department of the Interior, National Business Center, Office of the Secretary, has a requirement to provide the labor and materials necessary for the collection of urine specimens and breath alcohol collections for all types of drug and alcohol testing under the Health and Human services (HHS) and Department of Transportation (DOT) programs. The Contractor will be required to provide the testing on a worldwide basis, although the majority of testing will occur in the United States. The testing is to detect the presence of marijuana, cocaine, opiates, amphetamines and phencyclidine (PCP) and deter illegal drug use by Government employees. The six types of tests are: applicant & random (employees in drug testing designated positions), reasonable suspicion, reasonable cause, post- accident, return-to-duty, and follow-up. The Contractor shall be required to perform and comply with all applicable provisions of the HHS, SAMHSA, Mandatory Guidelines for Federal Workplace Drug Testing programs as published in Vol 63 of the Federal Register and the OTETA. The Contractor shall establish and maintain a worldwide Automated Drug Testing System. The system shall allow for the electronic transfer of drug and alcohol test requests and results between Federal offices, the collection contractor, the laboratory contractor and the Medical Review Officer (MRO). In addition, the Contractor shall provide the services of a MRO. The MRO shall provide consultation, training, and technical assistance to ensure that drug testing program policies, procedures and practices meet acceptable medical standards and are within HHS standards. The period of performance shall be from date of award through September 30, 2005 with options to extend the period of performance for 4 (four) additional one-year periods. The procurement will be conducted as a full and open competition. The anticipated date of release of the Solicitation is on or about July 21, 2004.
