Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT AND IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command Headquarters is seeking information from firms that are capable of providing long term sustainment logistics and engineering support services in support of the United States Marine Corps (USMC) KC-130J aircraft. The North American Industry Classification System (NAICS) code applicable to this requirement is 541330 Engineering Services with a size standard of $23M. The scope of the services required would consist of Contractor Logistics Support (CLS), Technical Engineering Support Services (TESS), and spares management for the KC-130J and C-130J aircraft. The supplies and/or services that may be required are: Contractor Integrated Technology Information Services (CITIS); CLS transition and site activation; logistics and engineering management support; configuration management; operation of on-site storerooms; field service support; technical data management; update engineering drawings and provide source data for revision of aircraft technical publications; provide follow-on training; Repair of Repairables (RoR) management; repair and calibration of Peculiar Support Equipment (PSE); operation and maintenance of Avionics Maintenance Trainer (AMT); depot level maintenance; sustaining engineering support services; and software support services. The CLS and TESS services would be required to maintain an initial complement of thirteen (13) KC-130J at MCAS Cherry Point, North Carolina with the potential for growth to support up to thirty eight (38) aircraft at two additional sites: MCAS Miramar, California, U.S.A; and MCAS Okinawa/Iwakuni, Japan. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. The information contained herein is subject to change and is provided for informational purposes only, the final requirement, if any, would be defined under a formal Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. The requested information is to assist the United States Navy in identifying whether qualified vendors exist that have the assets, skills, experience, qualifications and knowledge required to support some or all of the above requirements. Information Requested: The total capability submission should be no more than ten (10) pages. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). If providing the information electronically, please ensure that the information is compatible and accessible using Microsoft Office 2000 software. The response should include, but not be limited to, the following: a) Provide the company?s name and telephone number of a company representative that can be company point of contact with telephone and email address, the business size, cage code, an estimated cost, and the company?s address; b) A description of the company?s past experience and ability to perform the general requirements identified above, including access to the requisite equipment and technical data; c)Any other technical information the company deems necessary to aid the government in making an informed assessment. Written responses, either via email or fax, must be submitted by 2:00 p.m. 2 August 2004, to Naval Air Systems Command Headquarters, 47123 Bundy Road, Bldg 2272 ATTN: Mary Ann Foran, AIR-2.4.3.2.3, Patuxent River, MD 20670. Respondents will not be notified of the results of this sources sought. If a solicitation is released, it would be synopsized on the Federal Business Opportunities website located at www.fedbizops.gov. It is the potential offerors responsibility to monitor this site for the release of any follow-on information.
