- Description
- The Federal Railroad Administration (FRA) intends to award a sole source contract to Ernest T. Selig, Inc. for the Final Developmental Phase of the Ground Penetrating Radar Project (GPR). Ernest T. Selig, Inc. is the intended awardee of a sole source fixed price contract, unless another qualified source capable of executing the GPR project is identified. The period of performance for this contract is approximately 36 months. This requirement is to apply previously demonstrated methods of collecting ground penetrating radar data to develop a quantitative assessment of the ballast and sub-ballast condition, including accurate assessment of its physical state and degree of ballast fouling, the main indicator of ballast degradation. The scope of the planned contract is defined by the following three envisioned tasks: Task 1: Complete the developmental work of the GPR system for railroad application with the following elements: (a) Develop automatic modeling software for calculation of water content, permittivity (depth), and density of the substructure layers. (b) Perform GPR data collection surveys. (c) Interpret the results of new survey. (d) Develop substructure indices, including development of ballast fouling condition index based on textural analysis of GPR image. (e) Create specifications for bids of the final GPR hardware including the modified procedures and software that adapt to final radar hardware. Task 2: Apply GPR in the railroad industry by providing technical support for demonstration on designated operating railroad; include conducting GPR surveys, processing data and interpreting the results. It also involves working closely with railroads to help them understand GPR, its applications and benefits. Task 3: Deployment of GPR Equipment Implementation for FRA Research Vehicle. Develop a GPR prototype system under Task 1 for FRA Research Vehicle. Interested sources must submit a fully descriptive statement of qualification by 2:00 p.m. on Monday, April 5, 2004. Qualification statements shall be limited to 12 pages, including a description of organizational and individual knowledge as well as working experience with the aforementioned task areas. The qualification statement should include sufficient detail to allow FRA to make a determination of your company’s capability to perform the work. In addition to qualification statements, please submit Resume(s) of key personnel, who are intended to manage and implement the required work. Resumes shall be limited to two (2) pages or less and will not be included in the 12-page limit. Do not include any cost information with the Qualification Statements.
