- Description
- The Contractor will be responsible for 1) maintaining, in an uninterrupted manner, the support to the implementation of the WYO Financial Control Plan (FCP), particularly the operations of the Transaction Record Reporting and Processing (TRRP) Plan for the NFIP; 2) Helping coordinate operations of the NFIP with Government hazard mitigation and disaster response activities; 3) Providing the capability for training, assistance, and the preparation and provision of materials to achieve continued expansion of the NFIP policy base; 4) Operating as a financial reporting agent and review and report on compliance with the requirements of the WYO FCP; 5) Operating, on behalf of the Government, as data depository and statistical analyst for all aspects of the program, including NFIP policy and claims experience; provide expert actuarial, claims, underwriting, planning and financial management analysis and assistance to the Government; 6) Coordinating claims quality control, re-inspection activities on behalf of the Government; and salvage and subrogation activities on behalf of the Government; 7) Coordinating communication and information dissemination with the WYO companies and others; 8) Providing assistance to a contractor to be selected for the modernization of the NFIP Bureau and Statistical Computer System for operation in an open systems environment (NexGen), and 9) providing a customer service area to respond to all NFIP stakeholders inquiries. The Government intends to use the procedures established in FAR Part 15. It is anticipated that the period of performance of the contract will be for one-year. Two one-year options shall also be negotiated. The Request for Proposals (RFP) will only be available on the FEDBIZOPPS Web Pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offerors? responsibility to monitor the FEDBIZOPPS web page for the release of the solicitation and amendments. The RFP should be available for downloading on/about fifteen (15) days after publication of this announcement. Potential offerors that do not have the capability to download from FBO, may request, in writing, diskettes containing electronic copies of the solicitation, including attachments, and any amendments. Potential offerors making this request must include in their written requests an adequate justification for not obtaining solicitation via the Internet. Telephone request for diskettes or inquiries will not be honored. Tequests should be made via email or fax. Offerors are cautioned to include ?HSFEHQ-04-SYN-BSA? on all documentation submitted in response to this requirement. It is anticipated that proposals will be due 45 days after the date of issuance of the RFP. The North American Industry Classification System (NAICS) Code for this requirement is 541990.
