Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this combined synopsis/solicitation is RFP-CAZ-04-084. This solicitation is being issued as a Request for Proposals. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24 dated June 18, 2004. This solicitation is not set aside. The associated NAICS code for this solicitation is 334511 and the small business size standard is 750. FHTET has a requirement for an off-the-shelf, high-end GPS Position and Orientation System that contains a very high grade Inertial Measuring Unit (IMU) combined with post processing software and real-time capability. The required system must have absolute accuracy for: Post processed Position to .05-.3 meters; Post Processed Velocity to .075 meters/second; Post Processed Roll and Pitch to .015 degrees; and Post Processed True Heading to .035 degrees. The acquired system must also have relative accuracy for: Noise to less than .15 degrees/square root (hr); and Drift to less than .5 degrees/hour. The system must be able to output real time data over Ethernet and RS232. Also, a one (1) pulse-per-second Time Sync Output is required and needed for the ultra high resolution imaging that the division produces with data collected from the current airborne and ship board radar systems. The system must have multiple discrete inputs to mark external events. Delivery and acceptance is at FHTET, 2150 Centre Avenue, Suite 331, Fort Collins, CO, FOB Destination. Delivery must be no later than 30 days from the date of award. Award will be made to the vendor who can provide the Government the best value based on price, ability to meet the required specifications, and ability to deliver in the required timeframe. The provision at FAR 52.212-1, Instructions to Offerors?Commercial Items applies to this acquisition. Provision FAR 52.212-2, Evaluation?Commercial Items applies to this acquisition. The criteria used for contract award is price, ability to meet required specifications, and ability to deliver in desired timeframe. Offerors SHALL include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with the offer. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Executive Orders?Commercial Items, applies to this acquisition. Full test clauses are available at http://www.arnet.gov/far. To apply for this acquisition, vendors must be registered on the Central Contractor?s Registry (CCR). Additionally, all vendors who are enrolled must have an active status. In order to register on CCR, please use the website at http://www.ccr.gov or call 888-227-2423. An award will not be made to an individual who is not actively registered on CCR. Proposals are due August 9, 2004 16:30 local time. All proposals shall be delivered to USDA Forest Service, Central Administrative Zone, Attention Christina A. Schofield, 240 West Prospect Road, Fort Collins, Colorado, 80526. Faxed proposals will be accepted. Proposals shall be faxed to 970-498-1166. A complete proposal shall include; Offeror?s price, specifications of proposed equipment, statement regarding the ability of Offeror to meet the required delivery time, Offeror?s DUNS number (as a proof of CCR Registration), and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items. Incomplete proposals will be deemed unresponsive upon receipt.
