- THE FOLLOWING SOLICITATION IS HEREBY UPDATED TO ANNOUNCE THE SOLICITATION PACKAGE IS NOW AVAILABLE and to UPDATE THE RECEIPT DATE FOR PROPOSALS TO AUGUST 10, 2004 by 2:30 p.m. LOCAL TIME. The Natural Resources Conservation Service (NRCS) is seeking a contractor to evaluate, update and revise approximately 388 existing Rangeland Ecological Site Descriptions (ESD) throughout Idaho. Also, an estimated 20 to 30 new ecological sites identified in recent soil surveys need to be written as new Rangeland Ecological site Descriptions. The ESDs need to be formatted in accordance with the USDA NRCS National Range and Pasture Handbook, rev. 1, December 2003 (NRPH). The NRPH is available at: http://www.glti.nrcs.usda.gov/technical/publications/nrph.html The Natural Resources Conservation Service (NRCS) uses Rangeland Ecological Site Descriptions (ESD) as a tool for inventory, evaluation and management of rangelands for conservation planning. An ecological site is a distinctive kind of land with specific physical characteristics that differs from other kinds of land in its ability to produce a distinctive kind and amount of vegetation. Required products include: Comparative analysis of existing Range Site Descriptions (~388 site descriptions) within and between Major Land Resource Areas (MLRA), determining duplication of sites and overlap of site descriptions in consultation with the Contracting Officers Representative (COR-State Range Management Specialist). Analysis to be based on physical site and plant community characteristics which may include: soils and/or major soil characteristics such as depth, texture, and available water holding capacity, precipitation, elevation, exposure, slope, plant species composition, production, and plant groups. Identification and selection of core ecological sites based on the comparative analysis, to establish priority for revising current range site descriptions as range ecological site descriptions. As a result of the comparison of range sites there may be fewer than 388 range sites to be revised as Ecological Site Descriptions. Identification and selection of core ecological sites will be in consultation with the COR; and, Revise current range site descriptions and develop new site descriptions in the prescribed Range Ecological Site Description format in the National Range and Pasture Handbook, (NRPH, rev. 1, December 2003). Revised and new ecological site descriptions are entered into the Idaho ecological Site Description template to be reviewed and approved by the COR (State Range Management Specialist). The price range for this solicitation is between $250,000 and $500,000. All responsible sources may submit an offer which will be considered. No phone calls will be accepted.
