Description

Notice of intent to issue a sole source Cost Reimbursement contract to: NASADAD 808 17th Street; NW Suite 410 Washington, DC 2006 The statutory authority for this procurement is 41 USC 253(c)(1) as implemented by FAR6-302.1. The purpose of this contract is to purchase the following commercial items and services: This modification to the NASADAD Contract will conduct an inventory of State Incentive Grant (SIG) products, to include State wide evidence-based prevention plans, publications, curricula, web resources, etc. This inventory will serve as a mechanism to identify what SIG products have been developed and how to locate them. This inventory will assist States in their planning for and implementation of the new Strategic Prevention Framework (SPF) SIGS and the Performance Partnership Grants (PPG)s. These two grant programs will be better able to become one evidence-base prevention system, as the performance measures are the same for both SPF SIGS and the PPGs. We believe this activity successfully fits into the NASADAD contract under Task 3: Performance Partnerships, as States begin to implement these new CSAP initiatives. The proposed procurement is for commercial items and services for which the Government intends to solicit and negotiate with one source under authority of FAR 6-302. This synopsis is not a notification or request for competitive proposals. The Government reserves the right to enter into a competitive acquisition if it is determined that it would be in the best interest of the Government to do so. A determination by the Government to proceed with a single source procurement based on responses to this synopsis is solely within the discretion of the Government. Information received in response to this synopsis will be considered solely for the purpose of determining whether or not to proceed with a competitive acquisition. The Government anticipates releasing the RFM on or about June 12, 2004 with a closing date of July 19, 2004.
