Description
The U.S. Department of Housing and Urban Development has a requirement for services of a contractor to negotiate and recommend indirect cost rates for grants that will be issued by HUD. The contractor will also provide financial management training to HUD personnel and grantees and perform audits. HUD is contemplating to award a contract for the mentioned requirements and services with one base year and four (4) one year option. The purpose of this Limited Competition, Small Business Set-Aside, Performance Based, Indefinite Quantity, Fixed Price contract is to comply with the requirements of specific regulations and cost principles to provide a uniform approach for determining costs and to promote effective program delivery and financial efficiency. Contractor must be proficient in the application of the following: HUD Code of Federal Regulations, 24 CFR Part 84.27, Allowable Costs, HUD Code of Federal Regulations, 24 CFR Part 85.22, Allowable Costs, OMB Circular A-122, Cost Principles for Non-Profit Organizations, OMB Circular A-87, Cost Principles for State, local and Indian Tribal Governments, OMB Circular A-21, Cost Principles for Educational Institutions, 48 CFR Part 31, Cost Principles For Profit. The NAICS Code is 541219; 100% Set Aside for Small Business Concerns. This is a combination of synopsis and solicitation. No proposal will be accepted after 4 PM Eastern Time, Tuesday, July 20, 2004.
