Description
THIS ANNOUNCEMENT HAS BEEN REVISED TO CORRECT THE E-MAIL ADDRESS FOR REQUESTING THE SIR AND TELEPHONE NUMBERS FOR POINTS OF CONTACT.(ww) THIS IS A SMALL BUSINESS SET-ASIDE PROCUREMENT The Federal Aviation has a requirement for a small business set-aside procurement. Small business sources possessing the expertise, capabilities and experience necessary to meet the agency requirements for Research, Engineering, Analysis, and Policy Support (REAPS) for the offices of Architecture and System Engineering (ATO ), Environmental and Energy (ATO ); and Airports Community and Environmental Needs Division (ATO ) are invited to request a Screening Information Package (SIR) solicitation package. This will be a two-step procurement. Small businesses possessing the technical capabilities, as outlined in Section L.4 and Section M, will move to the second step of the procurement. The request for the SIR package shall be submitted in writing, or e-mail to carol.ctr.goldring@faa.gov with a copy to barbara.kates@faa.gov. Special attention should be given to Sections K, L and M of the Solicitation. These sections include fill-in information as well as instructions on how to prepare your proposal and evaluation factors for award, just to name a few. The Federal Aviation Administrations commercial mail is routed through a Security mailing system and irradiated before being distributed at the FAA. This process can sometimes take up to two weeks or more. The FAA will not be responsible for small businesses that use the U.S. Postal service mail system which, as explained, may delay the mail getting here in a timely manner. Please send requests for SIR by e-mail (return receipt for tracking purposes) or commercial courier (FedEx, DHL, Airborne, etc). Telephonic inquiries for a SIR package will not be honored. It is imperative that the SIR be answered completely as this is what the evaluation team will base its decision on which small business proceeds to step two of the procurement. Clarifications will not be asked for, each offer will be evaluated as submitted.
