Description
Air transportation of passengers and baggage utilizing aircraft that are IFR equipped, multi-engine, and turbine-powered. The main purpose of the contract is to shuttle passengers daily between NAS Point Mugu CA and San Nicolas Island CA (122 nautical miles). Appx 370 passengers outbound and 370 inbound the first and third weeks of the month and 310 outbound and 310 inbound the second and fourth weeks. Requires airlift capability to move 130 passengers with no more than five outbound missions from Point Mugu to San Nicolas within 2.5 hours. Additional missions between these locations may be required during the week, weekends, and holidays (appx 9,028 nautical miles per year) as well as to other off-line locations within a 500 nautical mile radius of Point Mugu (appx 12,000 nautical miles per year). This requirement is for an eleven-month performance period beginning 1 Nov 2004 with four 12-month option periods and a ?not to exceed? six-month performance extension as authorized by FAR 52.217-8. Date for receipt of offers will be on or about 12 August 2004. The solicitation will only be available on the following website: http://www.eps.gov. To be awarded a contract under this solicitation, prospective offerors, if they are Part 135 Air Carriers, must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD Additional Standards for Contract Passenger Operations under Part 135.
