- The US Army Communications-Electronics Command (CECOM) Acquisition Center-Washington, on behalf of the PEO-Armaments, Program Manager Close Combat Systems, Countermine Division plans to negotiate a sole source modification to contract DAAB15-03-C-001 3 with Northrop Grumman Corporation, Airborne Ground Surveillance & Battle Management Systems, Melbourne, Florida for the integration of Reconnaissance, Surveillance, and Target Acquisition (RSTA) and Laser Designation (LD) functionality/requirements into the Airborne Standoff Minefield Detection System (ASTAMIDS) platform with minimal modification to the system in an effort to provide a RSTA capability on a common gimbal. The proposed action will enable the Government to obtain additional system developme nt and demonstration (SDD) efforts to provide a common airborne sensor payload capable of performing minefield and obstacle detection missions and the RSTA and LD missions required for the Future Combat System (FCS). Through the proposed action the Govern ment will obtain (1) engineering design, integration and testing of the LD into the ASTAMIDS 12-inch gimbal, (2) design maturation and optimization for production of the LD so it can be retrofitted into the 12-inch gimbal, and (3) fabrication of two additi onal combined mission RSTA/LD/Countermine 12 inch payloads. Northrop Grumman Corporation will integrate the RSTA algorithms within the current ASTAMIDS processing scheme to extend the role of the ASTAMIDS. The integrated ASTAMIDS and RSTA must not affect the basic ASTAMIDS parameters and performance. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsib le sources that can provide supporting data to demonstrate they can successfully provide the required ASTAMIDS RSTA/LD functionality improvements may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract modification will be cost plus incentive fee. Responses are to be received via email within 30 calendar days of the date of this notice.
