- This is a Sources Sought Notice to determine if adequate sources exist that are capable of satisfying CECOM Army Transformation Cell??????s (CATC) requirement for Internet Seminar Network (ISN) Registration Server and Event Manager Software and suppo rt services. The software is the only one currently used for supporting the current Army Digital Training Management System (DTMS) requirements. CATC also requires ISN Certified support personnel to continue customization and support of the product that provides real-time training management. A solicitation is not being issued at this time. CATC has a requirement for the Internet Seminar Network (ISN) Registration Server and Event Manager Software by nFocus Software. NFocus in located in Phoeniz, AZ. The software is the only one currently used for supporting the Army??????s Digital Training Management System (DTMS) requirements. To date, the front end of the application and partial licensing has been purchased to support III Corps and United States Army Alaska (UASARK). CATC also requires ISN certified support personnel to continue customiz ation and support of the product. Personnel will range from programmers to conduct detailed customization, Army IASO certified system administrators to maintain the HW/SW architecture, and Help Desk support personnel to assist in user support operations, user training and documentation development. This sources sought notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Any party capable of providing these services is invited to respond . Interested parties who believe they possess the expertise and experience shall submit technical capabilities in writing. Any interested firm should submit a capabilities statement that demonstrates the firm??????s ability to perform the key requirement s described below. Standard company brochures will not be considered a sufficient response. Any information provided by industry to the Government as a result of this sources sought notice is voluntary. NOTE: This is a request for information only a nd all information received will be for planning purposes only. The CECOM Acquisition Center does not intend to award a contract on the basis of your responses nor otherwise pay for the preparation of any information presented or the use of any such infor mation. All proprietary information should be marked as such. The Government requests interested parties to submit a brief description of their company business size, business status (i.e. s mall business, 8(a), HUB Zone, woman owned, etc.), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include a point of contact (POC) for each example provided (name of POC, address, e-mail, telephone number, fax number, and the company webp age, if applicable). Please limit your response to not more than 2 single sided pages. Each submission should include one electronic copy (virus scanned) sent via e-mail to the POCs listed under Original Point of Contact. Paper copies are optional. Scope of Work: The US Army requires a product and support services which provides the capability for real-time tracking and management of detailed training and personnel data for squad through Echelons above Corps level and equipment mainten ance tracking. The product and support services will be used to meet the Army and CATC??????s DTMS requirements in the areas of Unit Training Management, Installation Facility Support, Logistics Support, and Army Transformation-Concept Development and Exp erimentation Plan (AT-CDEP) Support. The product must provide rea l time management and tracking of detailed records including Collective Training, Combined Arms Training Strategies, Individual Training, Mandatory Training, Deployment Tasks and Training, Army Physical Fitness Testing, Weapon Qualification, Equipment Mana gement, After-Action Reviews, digital training enrollment, as well as key personnel data. The product/service must utilize the Internet Seminar Network (ISN) Registration Server and the Internet Seminar Network (ISN) Event Management Server. The manageme nt of these areas must be user definable, supporting both automated and manually triggered actions utilizing configurable options for an automated notification system which can report using E-Mail messages or network management system messages. The product must provide real-time alerts and notifications to end users regarding a multi-configurable set of requirements and business rules. The product must provide for logging, accounting, and recording for all management actions observed and/or executed. The p roduct must provide a secure method of data storage and retrieval. All customization work must be performed by ISN certified developers and ISN certified support personnel. The product must support the Army enterprise wide network training architecture. The product must be .NET compliant and must support industry standards including SOAP and XML Web Services. The product must run on the following Army C4I operating systems: MS Windows 2000 Server, MS Windows Server 2003. In addition, the system must be able to interface with other Army systems, to include Personnel, Range, Ammunition, and other enterprise systems. The product shall not cause any significant adverse impact to processing speeds and network throughput as a result of data management in orde r to minimize the impact to mission support by mitigating effects from delays and critical application performance.
