- The National Park Service, Pacific West Region, Honolulu Office is soliciting proposals from qualified contractors to chipseal 2.5 miles of Crater Road, Haleakala National Park, Island of Maui, Hawaii. Work shall be concluded within sixty calendar days of the start date. Estimated construction range: Between $100,000 and $250,000. Procurement is being conducted under full and open competition procedures under the Small Business Competitiveness Demonstration Program. NAICS Code: 237310, and the applicable size standard for this project is $28.5 million average annual receipts for the past three years. This Request for Proposal, including attachments, will be available for download electronically at http://ideasec.nbc.gov on or about July 23, 2004, with proposals due thirty days after issuance. Submission of both a technical and price proposal are required. The Government will consider an offeror's technical capability in comparison to its price, with technical capability being of equal importance to price, and will select the offeror whose proposal represents the best value to the Government. Selection will be based on the following criteria: 1. Price: 2) Technical Quality consisting of the following: a) Past Performance working on contracts of similar nature to this one; b) Demonstrated Experience and Resources performing work of similar type; and c) Demonstrated ability to perform relevant work in remote location. Award of a single negotiated firm-fixed price contract will be made.
