- THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-26. This solicitation number N68335-04-R-0124 is issued as a competitive request for proposal (RFP). This Basic Purchase Agreement (BPA) is to obtain the support necessary to provide engineering and logistics support to the Naval Air Warfare Center ? Aircraft Division (NAWCAD) for the Naval Air Systems Command (NAVAIR) Aging Aircraft Integrated Process Team (AAIPT). The scope of this BPA consists of that effort required to provide engineering and logistics support for aircraft and other commodity systems, subsystems, subassemblies and components critical to the Department of Defense (DOD) weapons systems. Support shall include repairs and modifications, hardware engineering/reverse engineering, manufacturing, preparation of technical data packages, quality assurance, and logistics support. The contractor shall provide a full range of comprehensive system engineering and technical assistance, supply all services and material that are necessary for engineering, reverse engineering, and technical requirements, system analyses, subsystem integration and maintenance support required by the AAIPT. NAWCAD Lakehurst is establishing multiple BPAs to provide Program Management Support Services for manufacturing of obsolete spare parts and First Article Test support to assist NAVAIR/NAWCAD Program Management and Aging Aircraft Divisions on an as-needed basis in the following areas: 1. Manufacturing of obsolete spares: Program management support services for Program/Project Planning and Development. Program management support services for Program Management Analysis. Program acquisition management support services for identification of Technical Data Package (TDP) availability. Program acquisition management support services for reverse engineering and redesign to resolve obsolescence issues and creation of Manufacturing TDPs as needed. Program acquisition management support services for manufacturing of required items. Program management support services for Program/Project Control and Implementation. Program management support services for Program Coordination, Execution and Reporting. Program management support services for Automated Information Management Applications. 2. FAT support: Program management support services for FAT Program/Project Planning and Development. Program management support services for Program Management Analysis of available data. Program management support services for Program/Project Control and Implementation. Program acquisition management support services for preparation, conduct, and reporting of First Article Tests. The Government reserves the right to issue multiple Blanket Purchase Agreements with a maximum estimated value of $5,000,000.00 for the life of each Agreement and to repeat the solicitation process when the maximum estimated value has been exceeded. Individual orders will be issued on either a Firm-Fixed Price or Time & Materials basis. The Government reserves the right to issue orders at less than $2,500, under established BPAs, without further competition. All orders over $2,500 will be competed among all firms awarded a Program Management Support Services for manufacturing of obsolete spare parts and First Article Test support BPA. The Government reserves the right to award additional BPAs or release firms after the award of the initial Blanket Purchase Agreements. This synopsis serves as the entire solicitation. Interested firms should provide a brief summary of the following information for evaluation: 1. Past experience in the above areas with particular emphasis on work performed for DOD/NAVAIR/NAWCAD FastTrack Program in providing support services for Aging Aircraft and obsolete piece part issues. 2. Familiarization with DOD Alternate Source Qualification Processes. 3. Personnel Resources/Facilities Capabilities. Staff qualifications and experience with information technology tools as it relates to Program Management. 4. Past performance on projects requiring reverse engineering and resolution of obsolescence issues. Responses should not exceed five pages total.
