- THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR?S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at carrie.grimard@navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide all labor, material, equipment, transportation, supervision, and management necessary to add or replace existing control systems and incidental work in twenty-nine (29) buildings at the Naval Support Activity Crane, Indiana. Work includes removal of existing thermostats and installation of new programmable thermostats as well as installation of new steam control valves on steam headers to be controlled with programmable thermostats as described in the contract specifications. Some of the facilities contain rated atmospheres. Some buildings may require explosion proof equipment and tools. Some buildings will require asbestos abatement to perform the work. Also included in the project is to install a heat recovery loop to one of the facilities. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following technical factors will be used to evaluate the offers: past performance and technical solution/management ability. These technical factors when combined are equal in value to the price. Offerors are required to submit both price and technical information. A pre-proposal conference/site visit will be held approximately fifteen days after the solicitation is released. Attendance is strongly recommended but not mandatory. Estimated price range is less $100,000.00 to $500,000.00. Performance and payment bonds will be required after award. Completion time is 365 calendar days after award. NAICS Code is 238220 ? Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $12.0 million. This solicitation will be issued as an unrestricted procurement. Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Estimated release date is Thursday, July 22, 2004 with proposals due at 4:00 p.m.(local time) on Tuesday, August 24, 2004.
