Description
Naval Air Systems Command has a requirement for program management support services for Program Management, Air, (PMA) 201 Conventional Strike Weapons Program for the Harpoon, SLAM, and SLAM/ER programs. These services have been provided by Delex Systems, Inc., 1953 Gallows Road, Suite 700, Vienna, VA 22182-3991, under Blanket Purchase Agreement (BPA) N00421-99-A-1631. This BPA expires 8 July 2004. The services provided under the BPA are to be competed under the Program Management Multiple Award Contract (PM MAC) in December 2004, which is when all PMA 201 program management support services are to be placed under the PM MAC. In the interim between July and December, PMA 201 will be unable to accomplish its mission without these services. Delex Systems, Inc. has provided these services for five (5) years. These services support the Conventional Strike Weapons Program’s domestic and Foreign Military Sales (FMS) requirements. In order to meet the needs of PMA 201, the Navy anticipates negotiating a CPFF Federal Supply Schedule (FSS) order from GS-10F-0339K, SIN 874-7, Delex Systems, Inc. The period of performance for this order is anticipated to be 9 July 2004 through 31 December 2004. The sole source justification is made in accordance with FAR 16.505(b)(2)(iii) in the interest of economy and efficiency as a logical follow-on and in accordance with DFARS 208.404-70(b) Federal Supply Schedules. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed FSS order based on responses to this notice is solely within the discretion of the Government.
