Contracting Office Address: Department of the Air Force, Air Combat Command, ACC CONS, 130 Douglas Street, Fourth Floor, Suite 401, Langley AFB, VA 23665 Description: This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the additional information included in this notice using the Simplified Acquisition Procedures In Accordance With (IAW) FAR part 13. This acquisition is a 100% set-aside for Small Businesses. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is FA4890-04-R-0035. This solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 19 effective June 8, 2004. Summary of Work: The NAIC code is 325998. The size standard is 500 employees. The government is contemplating contract award for services to transport approximately 17,000 Government furnished 20lb fire extinguishers marked as Halon 1211 and 200 Government furnished empty 1,000 lb water capacity cylinders from the Defense Distribution Depot Richmond Virginia (DDRV) to the contractor’s facility; inspect Government furnished 1,000 lb empty water capacity cylinders, clean and refurbish cylinders as required; reclaim material from 20lb fire extinguishers, remove chemical and physical impurities, package and reclaim Halon 1211 in Government furnished 1,000 lb water capacity cylinders; certify by independent lab that packaged Halon 1211 meets all requirements of MIL-B-38741 standards; and transport the Halon filled cylinders and any excess empty Government furnished cylinders back to DDRV. Contractors shall dispose of waste materials and empty fire extinguishers. The Contractor and their proposed laboratory shall perform all work, except the loading and unloading of trucks at DDRV. Halon SOW, dated 7 Jul 04, is attached. Acceptance and FOB point shall be at destination, DDRV. Pick up of material shall commence within 14 days of contract award and final delivery of reclaimed product shall be within 60 days of award. INSTRUCTIONS TO OFFERORS GENERAL. In accordance with FAR 52.212-1, Instructions to Offerors—Commercial Items, these instructions are a guide to prepare offers for this solicitation. Offerors shall include a complete copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer. While not all-inclusive, these instructions generally describe the type and extent of information you should provide and emphasize the significant topic areas you should address in your proposal. PROPOSAL PREPARATION. Technical Proposal. The offeror's technical proposal shall convince the government that the offeror is capable of fully providing the services identified in the Statement of Work (SOW) Technical proposals shall identify the necessary technical requirements, resources currently on-board, and identify appropriate manning and skill mix to fully meet all taskings under the resulting contract. Offerors shall identify the independent laboratory where testing will be performed and submit with their proposal a letter of agreement from the independent laboratory stating that they will be able meet the government’s performance period or proposed performance period. Offerors may propose a shorter performance period than required in the solicitation. Offers proposing a longer performance period than 60 days will be rated “Unacceptable”. Technical proposals will be rated “Acceptable” if they meet all of the above government’s requirements. The proposal should identify the technical capability, current in-place equipment capacity (throughput), facility permanent size, numbers of people, mix of skills, and corresponding skill levels that the offeror is prepared to utilize in performance of this contract. Offerors shall identify any factors that may reduce technical throughput, such as other contracted workload during the performance period of this contract. The availability of personnel should be addressed, i.e., to what degree are the resources identified already on-board or readily available or describe how any shortfalls will be filled in this area. Past Performance. Past performance includes recent and relevant contracts performing substantially similar tasks to those required by this solicitation. Recent is defined as contracts performed within the last five years and relevant is defined as providing services similar to the size, scope and complexity of this requirement. Offerors shall include a maximum of three (3) references for past performance with its offer. If available, provide Government Contractor Performance Assessment Reports (CPAR). The Government may use other known sources in addition to the references/CPARS provided. References shall include a description of work performed with a point of contact (POC) with current telephone numbers and email address if available. The government reserves the right to contact the government or commercial points of contact, project officials, and any other persons who have been involved with any of the contracts identified, or other contracts performed by your company. For each reference, provide the following: a. Contractor (Company/Division/Business Element) b. Contract Number and Program Title c. Dollar value of the contract/project d. Contracting Activity/POC and phone number e. Period of Performance f. A brief description of the scope of the contract and the offeror's performance record (CPAR if available). EVALUATION PROCEDURES GENERAL. In accordance with FAR 52.212-2, Evaluation—Commercial Items the Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal meets the government's requirements, demonstrates a high probability of success, is advantageous to the Government, and is fairly and reasonably priced. The contracting officer will determine responsibility independently of the evaluation factors, but may consider information from the proposals. EVALUATION FACTORS. The award will be made using best value Performance Price Tradeoff (PPT). The PPT evaluation process allows award to other than the lowest priced proposal (See FAR 15.101-1). All proposals will be evaluated based upon three areas: technical capability, past performance, and price. Technical proposals will be rated “Acceptable”, “Not Acceptable” or “Reasonably susceptible of being made acceptable” based on the following sub factors in descending order of importance: 1. Throughput and currently in place equipment capacity 2. Proposed manning and skill mix, 3. Independent labs commitment to schedule. Once technically acceptable proposals are determined, tradeoffs may be made between Past Performance and Price evaluation to determine the successful offeror. TECHNICAL PROPOSAL Each offeror shall submit a technical proposal describing the proposed approach for meeting each subfactors: 1.Throughput and currently in place equipment capacity to meet 60 day (or less) performance period. 2. Proposed manning and skill mix 3. Independent lab’s commitment to schedule. PAST PERFORMANCE. The government will conduct a performance risk evaluation based upon the past performance of the offerors as it relates to the probability of successfully performing the solicitation requirements. In conducting the performance risk evaluation, the government may use data provided by the offeror or the offeror's references, as well as data obtained from other sources. Evaluation of past performance will be a subjective assessment based on a consideration of relevant facts and circumstances. The government is seeking to determine whether the offeror consistently has demonstrated a commitment to customer satisfaction and timely delivery of services at fair and reasonable prices. By past performance, the government means the offeror's record of conforming to contract requirements and to standards of good workmanship, the offeror's adherence to contract schedules, including the administrative aspects of performance, the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction, and generally, the offeror's business-like concern for the interest of the customer. Past Performance ratings will be IAW AFFARS 5315. PRICE. The price for each of the technically acceptable proposals will be evaluated for price reasonableness. The resulting award will be a firm fixed price contract. Offerors shall submit price in one lump sum amount. AWARD. The government will make an integrated past performance/price tradeoff assessment and award to the technically acceptable offeror determined to provide the best value to the Government. In other words, a technically acceptable offer other than the one with the lowest –evaluated price may be awarded the contract. FAR 52.203-3, Gratuities, and DFARS 252.243-7002, Certification of Requests for Equitable Adjustment. HALON STATEMENT OF WORK (SOW) REFERENCE COMBINED/SYNOPSIS FA4890-04-R-0035 1.0 Scope. The contractor shall transport approximately 17,000 Government furnished 20 pound fire extinguishers marked as containing Halon 1211 and 200 empty 1,000 lb water capacity cylinders from the Defense Distribution Depot Richmond Virginia (DDRV) to their facility; inspect Government furnished 1,000 pound water capacity empty cylinders, clean and refurbish as required (approximately 10% will need to be refurbished, if more than 10% of the cylinders need to be refurbished a bi-lateral mod to the contract will be negotiated to cover the delta); reclaim material from 20 lb fire extinguishers, remove chemical and physical impurities; package reclaimed Halon 1211 in Government furnished 1,000 pound water capacity cylinders; certify by independent lab that packaged Halon 1211 meets all requirements of MIL-B-38741; and transport the filled cylinders, and any excess empty storage cylinders, back to DDRV. Contractor shall dispose of waste materials and empty fire extinguishers. All work, except the loading/unloading of trucks at DDRV, shall be performed at the contractor’s facility or one of the designated laboratories. Pick-up of material shall start within 14 days of contract award and final delivery of reclaimed product shall be within 60 days of award. 2.0 Contractor shall take possession of all government furnished items at the Defense Depot Richmond Virginia, via company truck or commercial carrier, approximately 17,000 filled fire extinguishers, NSN 6830-01-376-8015, 20 pound capacity. 3.0 Contractor will also take possession of 200 empty cylinders (1,000 lb water capacity to be filled with reclaimed product) and is responsible for transporting all the cylinders to contractor processing activity. Government will provide resources to load trucks at DDRV. The 200 empty cylinders shall be inspected, refurbished as required, painted and marked IAW military standard practice, MIL –STD-1411. Inspection results in accordance with Compressed Gas Association and DOT requirements shall determine the level of refurbishment required. Cylinders that have valves removed for inspection prior to filling shall have the treads prepared with Teflon Tape in lieu of liquid pipe thread compound, when re-installing the valves. 4.0 Contractor shall recover Halon approximately 300,000 pounds of Halon from the provided extinguishers, reclaim and package into the Government supplied 1,000 lb water capacity cylinders. The contractor shall recover Halon from small hand held fire extinguishers without releasing Halon to the atmosphere. They also shall demonstrate they have sufficient capability to reclaim Halon at a rate of approximately 15,000 pounds per day. The contractor shall utilize a large-scale distillation column, which is capable of providing both high volume recovery and processing, and separation of blended and/or mixed Halon.. 5.0 Halon shall be reclaimed to current MIL-B-38741 standards. Each cylinder shall be filled with 1,500 lbs. (Variance of +/-5 pounds) of Halon 1211. (Final cylinder may not have sufficient product to fill, so the last cylinder to be filled may have a variance of -1,499 pounds and shall be tagged as being partially filled and the quantity annotated on the tag.). The contractor shall provide test results for each filled cylinder from one of two independent ARI certifying or certified laboratories, Intertek Testing Services or National Refrigerants, Inc., in accordance with MIL-B-38741. Contractor shall mark all cylinders and drums in accordance with MIL-STD-129, utilizing NSN 6830-01-219-8529 for the cylinders. Government will accept only cylinders that pass certification testing and are marked correctly. Contractor shall account for all waste products and will be responsible for disposal of any waste (both hazardous waste and empty system cylinders) produced during the recovery and reclamation process after review and release by the Government. Contractor will be responsible for return shipment of all cylinders (filled with reclaimed product and empty storage cylinders) back to Defense Distribution Depot Richmond Virginia. 6.0 Origin Inspection Required – For QA procedures use QAP 002 with the following exceptions: Para 3.b. Sampling: Government shall witness sampling of those cylinders of reclaimed Halon to the point where confidence in contractor’s sampling procedures meet the satisfaction of the verifying government representative, but no less than Level II. Para 3.c. Testing: Government shall witness test procedures of those cylinders of reclaimed Halon to the point where confidence in contractor’s testing procedures meet the satisfaction of the verifying government representative, but no less than Level II. 7.0 U.S. Department of Labor Wage Determinations IAW FAR 52.222-41, Service Contract Act of 1965, the applicable U.S. Department of Labor Wage Determination(s) (WD) will be incorporated upon award. The Defense Priorities and Allocations System (DPAS) is not applicable. There is no contract financing or warranty requirements necessary for this acquisition.
