Description
The Broadcasting Board of Governors/ International Broadcasting Bureau (BBG/IBB) intends to award a follow-on, non-competitive contract to Dynamic Internet Technology Inc., Box # 240 2731 NC Hwy 55, Cary, NC 27519. This is a sole source procurement in accordance with FAR 6.302-1, under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other supplies or services will satisfy the Agency?s requirements. The Broadcasting Board of Governors has a requirement for the Internet Anti-censorship Program of the International Broadcasting Bureau to deliver newsletters and educational materials via emails to Internet users in foreign countries and to provide the necessary technologies to allow such users to access otherwise banned Internet resources with the exceptions of pornographic contents and other unlawful materials as governed by United States Federal regulations. The email delivery and other anti-censorship services must be highly reliable under all network environments including, but not limited to, hostile and censored networks. The service provider must have at least two years of strong prior experience in delivering a large number of emails to hostile and censored networks on a daily basis utilizing the latest anti-censorship technologies. The service provider must also have at least two years proven track records of active involvement in researching and developing new anti-censorship technologies and techniques that, include but are not limited to, delivering e-mails to hostile and censored networks, understanding DNS hi-jacking, and permitting Internet users in censored networks to access otherwise banned Internet resources. Service provider must already have all the technologies available and be able to deploy the requested services immediately. All systems, software programs, and network that the service provider uses to store data must pass the computer security tests as designed by the Internet Anti-censorship Program of the International Broadcasting Bureau. Delivery: FOB Destination. Term of Contract: Base year plus two (2) additional one-year options to extend the contract term. See Numbered Note 22.
