Description
The contractor shall provide all labor, materials, equipment and supervision necessary to perform an annual inspection, preventative maintenance, and provide emergency and routine services for overhead doors and security grills located at various buildings throughout DSCC. Annual Inspection: The contractor shall inspect and perform preventative maintenance on all overhead doors and security grills. As a minimum, the contractor shall raise and lower overhead doors and security grills, adjust spring tension as required, check operation and adjust as required, tighten bolts on hinges and roller plates; inspect, clean and lubricate door/grill gear assembly; check alignment of door/grill guides, lubricate rollers and track; check and adjust door/grill counter balance assembly; check motors for proper operation; inspect general condition of door/grill interior and exterior, test, operate, lubricate and adjust all overhead doors and security grills listed in this statement of work. The contractor shall provide the Government a minimum seven days notice prior to performing any work. The inspection shall be completed within sixty days after the start of work. In addition to the above, the contractor shall perform all inspections, tests and preventative maintenance as recommended by the equipment manufacturer. The contractor shall perform all work during normal duty hours. However, the contractor shall take precautions to minimize disruption to the Center?s activities and security operations. At the completion of the annual inspection the contractor shall provide a written report describing all work performed as well as a list of recommendations for overhead door and security grill maintenance, repair and replacement. The detailed list of recommended work by building shall be accompanied by a corresponding cost proposal, broken down by building. Emergency Service: The contractor shall provide emergency services as requested 24 hours a day, seven days a week for one year from date of contract award. The contractor shall respond to an emergency service call within two hours of being notified during normal duty hours, and with four hours of being notified during non-normal duty hours. The contractor will be notified by the contracting officer or the contracting officer?s designated representative. The contractor shall perform all work as necessary to return the equipment to a fully operational condition, or until the equipment is stabilized if replacement parts are not immediately available. The contractor shall expedite the delivery of replacement parts, and upon receipt of the parts shall immediately complete all repairs. For emergency service, the contractor will be reimbursed from the time contractor personnel arrive on Center, until work is complete. The cost for emergency repairs shall be based on predetermined labor rates and material costs. Level 2 Service: The contractor shall perform door/grill repairs and or replacements as directed by the Contracting Officer. For all Level 2 services the contractor will be reimbursed for all man-hours and materials. The contractor?s hourly service rate should include costs associated with tools, transportation, labor and other incidentals. Costs for Level 2 services shall be negotiated and approved prior to work being performed. Equipment Description: The age and condition of the overhead doors and security grills vary widely. The overhead doors and security grills vary in size. The average overhead door size is approximately 12 feet high by 10 feet wide. The largest doors are 14 feet high by 14 feet wide. Most security grills are 12 feet high by 10 feet wide. Most overhead doors and security grills are electrically driven. Overhead door types are sectional and rollup. The list of equipment to be serviced is as follows: Building 9: 25 overhead doors, 5 overhead doors (interior); Building 10: 21 overhead doors; 20 security grills; 2 overhead doors (interior); Building 11: 8 overhead doors, 1 security grill; Building 16: 11 overhead doors; Building 17: 27 overhead doors, 23 security grills; 6 overhead doors (interior); Building 18: 10 overhead doors, 9 security grills; Building 19: 10 overhead doors, 9 security grills; Building 20: 3 overhead doors; 12 overhead doors (interior basement) 6 security grills (cafeteria); Building 20A: 3 overhead doors; Building 23: 1 overhead door; Building 27: 12 overhead doors, 10 security grills; Building 30: 14 overhead doors; 14 security grills; Building 41: 14 overhead doors, 36 overhead doors (interior), 14 security grills; Building 42: 28 overhead doors, 24 overhead doors (interior), 13 security grills; Building 43: 17 overhead doors; 6 overhead doors (interior); Building 44: 10 overhead doors, 9 overhead doors (interior); Building 46: 6 overhead doors; Building 87: 2 overhead doors; Pool Bldg: 1 overhead door; Building 300: 1 overhead door; Building 301: 2 overhead doors; Building 308: 7 overhead doors; Building 314: 3 overhead doors; Building 319: 5 overhead doors. The number of overhead doors and security grills listed herein is an approximation. The contractor is responsible for servicing all overhead doors and all security grills in all buildings listed. Prospective bidders should visit the Center to familiarize themselves with the number and condition of the doors as well as the working environment. Replacement parts shall be new and equal to or superior in quality to the part being replaced, and shall be the manufacturer?s recommended replacement part. Contractor Qualifications: Only contractors with a minimum of five (5) years experience in performing work similar to that described herein may submit a proposal. The Government may require bidders to submit a list of qualifications and experience prior to awarding the contract. Only service technicians experienced and certified in the inspection, testing, repair and replacement of the equipment discussed in this statement of work may be assigned to perform work under this contract. Warranty: All work performed under this contract shall be warranted for both labor and materials for a period of one (1) year from the date of acceptance by the Government. Should the equipment manufacturer provide an extended warranty, the contractor shall also honor this warranty period. Payment: Each contractor payment request shall include a detailed listing of the services provided. Each invoice shall include the project number and the contract number. This is a 100% Set Aside for Small Business Concerns. IMPORTANT NOTICE: DFARS 252.204-7004 ?Required Central Contractor Registration? applies to all solicitations issued on/or after 04-09-04.
