Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-4-0042 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The NAICS code applicable to this acquisition is 339111. For a company to qualify as a small business, the small business standard is 500 employees. This RFQ is unrestricted. The USDA, Agricultural Research Service, MWA, East Lansing, MI, has a requirement/need for a Liquid Nitrogen Freezer, "Brand Name or Equal" to Dot Scientific, Inc's MVE 1520 HE. The need is for two liquid nitrogen freezers to hold thousands of valuable research samples in a frozen state for a number of years. This must be an efficient system that will maintain minus 190 degrees C in vapor storage and provide low liquid nitrogen consumption. As part of the purchase, the government would consider a trade-in of a two (2) Tanks: Tank #1 - round stainless steel, MVE tank, approx. 41" tall, 34" wide, with a lid opening 27" across, model #A9000; Tank #2 - round stainless steel MVE tank, approx. 38" tall, 33" wide, with a lid opening 18" across. Both tanks are over 30 yrs. old. Listed are the description of items and quantities required: CLIN No. 1 - "Brand Name or Equal" to Dot Scientific, Inc's catalog #10811755 - MVE 1520HE liquid nitrogen freezer with full auto control (2 units); CLIN No. 2 - catalog #10784443 - T-valve assembly (or other accessories necessary for installation (1 unit); CLIN No. 3 - catalog #11358251 - One fill all/fill. (1 unit); CLIN No. 4 - catalog #10856321 - Daisy chain kit (1 unit); CLIN No. 5 - catalog #1139644 - Stainless steel square rack to hold 2 SUC-1 canisters (9 units); CLIN No. 6 - catalog #9710491 - SUC-1 canister (18 units); CLIN No. 7 - catalog #10544431 - Large Stainless Steel Square Rack (48 units); CLIN No. 8 - catalog #10544685 - Mini Stainless Steel Square Rack (32 units); CLIN No. 9 - catalog #T314-281C - Bio dot cryovial storage boxes (Each rack 3 blue, 3 yellow, 4 red, 3 green with 13 boxes/rack (624 units); CLIN No. 10 - Mini Boxes 13 rack (416 units); CLIN No. 11 - Trade In Value on the two old units. CLIN No. 12 - Training and Installation. The liquid nitrogen freezer will be used to store very valuable samples. The tanks will be opened daily to add new material or to remove material to be used in research. THE SALIENT CHARACTERISTICS: the Liquid Nitrogen Freezer must meet or exceed these minimum requirements: (1) Must be of stainless steel. (2) Must be of a compact design. (3) Must have an automatic fill system capable of filling the tank without a human operator monitoring the transfer. (4) Must hold 40,000 samples. (5) Tanks must maintain the minus 190 degree C temperature for more than 20 days of vapor use. (6) Must be equipped with temperature sensors. (7) Must have both visual and audible alarms. (8) Must have a 72 hour battery back up. (9) Must have offset neck design to provide low consumption of liquid nitrogen. (10) Must have rotating interior tray. (11) Must have step up platform. (12) Must have a liquid reservoir below the sample platform. (13) Tank must have a rack stand for loading and unloading samples. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quotation without further discussions. All responsible sources may submit an offer which will be considered. DOCUMENTS INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a quotation on company letterhead detailing the item description, unit price, and extended price of each CLIN; 2) descriptive literature, brochures; 3) at least 3 to 5 references for the proposed equipment. References must have received the proposed equipment within the last three (3) calendar years (Government references preferred but will accept commercial references). References shall be provided for the product quoted and if possible include the contact person's email address; and 4) Offerors shall include a completed copy of the provisions FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.arnet.gov/far/loadmainre.html. DELIVERY TO: USDA-ARS, E. Lansing, MI. QUOTATION PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery on or before 30 days after award, however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212-2 EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance are (i) technical capability of the item offered to meet the Government's requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B Destination), technical and past performance are more important that price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation is determined most advantageous to the government, cost and other factors considered. Each proposal shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each proposal based solely on the information furnished and not on previous knowledge and associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated by comparing descriptive literature against the salient characteristics. B) Delivery. C) Installation. D) Warranty. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to he other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response.
