Description
This is a modification to the combined synopsis/solicitation previously posted (restated below). This modification is issued to answer questions that were received in response to the solicitation. Responses to the questions are posted to this amendment. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS, PREPARED IN ACCORDANCE WITH FAR SUBPART 12.6 - STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS - AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE HEREBY REQUESTED AND NO FURTHER WRITTEN SOLICITATIONS WILL BE ISSUED. THIS SOLICITATION IS FOR FIRM FIXED PRICE QUOTATIONS AND IS ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. The solicitation number is EA-28 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23. The associated North American Industrial Classification system (NAICS) code for this acquisition is 541360 with a small business size standard of $4.0 million. This acquisition is set aside for small business. The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Services (NESDIS), International & Interagency Affairs Office (IA) has a requirement for a Remote Sensing Market Analysis. NOAA is interested in pursuing a more in-depth analysis about the industry. NOAA is interested specifically in information on the international remote sensing market and its relationship to U.S industry. NOAA is seeking information detailing the aerial remote sensing market, associated technologies, and the relationship to the commercial remote sensing satellite industry. This requirement consists of two tasks that contractor shall perform. TASK 1- INFORMATION ON THE INTERNATIONAL REMOTE SENSING MARKET a) The Contractor shall conduct a survey of the international remote sensing market covering both aerial and space borne segments. The Contractor shall conduct an analysis and forecast of the market based on the survey and produce a final report regarding the state of the international market. b) The Contractor shall include in the final report detailed information on current international customer needs, current international industry status, projected future industry evolution to include advances in technology and services, and future trends in the international market. c) The Contractor shall address Canadian and European markets as the highest priority areas, since they are the most mature. East Asia and South Asia are the next highest priority areas that the contractor shall address. d) The Contractor shall address relevant government regulations and policies, and how they impact further market and industry growth. e) The final report shall include relevant graphs to illustrate the analysis in the report. The report shall be no less than 30 pages, not including the graphs. f) The Contractor shall provide a draft copy of the final report to the Government for review. The Government may make changes or request additional information be collected and included in the final report. The Government reserves the opportunity to comment and suggest revisions to the draft report prior to its release. g) The Contractor shall provide a final report, in a publishable format, one year from the date of award. The final report becomes the property of NOAA with full and open distribution rights. There are no Contractor rights to the information contained in the report. TASK 2 - INFORMATION ON THE AERIAL MARKET a) The Contractor shall conduct an analysis of the aerial market, both domestic and international and produce a final report detailing the results of the analysis. b) The Contractor shall include in the final report detailed technical information on available aerial data, trends in the aerial market, government policy impacts on the market, and information on how security issues are addressed within the market. c) The final report shall also include relevant graphs to illustrate the analysis in the report. The final report shall be no less than 20 pages, not including graphs. d) The Contractor shall provide a draft copy of the final report to the Government for review. The Government may make changes or request additional information be collected and included in the final report. The Government reserves the opportunity to comment and suggest revisions to the draft report prior to its release. The Contractor shall provide a final report, in a publishable format, one year from the date of the contract. The report becomes the property of NOAA with full and open distribution rights . There are no Contractor rights to the information contained in the report. DELIVERABLES TASK1: Written Status Reports to be provided Bimonthly, a Draft Report to be provided to NOAA for comment eight (8) months after award, and a Final Report in Publishable Format to be provided twelve (12) months after award. CLIN 0001, The Contractor shall provide all deliverables, materials and services for the performance of TASK 1, UNIT 1, PRICE $__________. CLIN 0002, The Contractor shall provide all deliverables, materials and services for the performance of TASK 2, UNIT 1, PRICE $__________. TOTAL PRICE $__________. The Contractor shall propose a firm fixed price for each CLIN. The firm fixed price shall include the cost for all aspects of this requirement including the Bimonthly reports, Draft Reports to NOAA for comment eight (8) months after award and Final Reports in Publishable Format twelve (12) months after award. FAR 52.212-1, Instructions to Offerors?Commercial Items (Jan 2004), applies to this acquisition. This FAR reference can be retrieved from the Internet at the following url: www.arnet.gov./far. In accordance with FAR 52.212-1, offerors shall show the solicitation number, the time specified in the solicitation for receipt of offers, the name, address and telephone number of the offeror, a technical description of the items being offered in sufficient detail to evaluate compliance with there requirements, price, remit to address, if different than the mailing address, and a complete copy of the representations and certifications at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items (May 2004). Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in this solicitation. FAR 52.212-2, Evaluation?Commercial Items (Jan 1999) is application to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The technical evaluation factors are technical approach, personnel qualifications, and similar experience. The evaluation factors other than price, when combined, are significantly more important than cost or price. FAR 52.212-4, Contract Terms and Conditions?Commercial Items (Oct 2003), applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (May 2004) applies to the acquisition with the following numbered items from the clause marked as applicable: (1), (3), (7), (13) through (19), (24), and (30). Offerors shall submit an original and two copies of the information specified by far 52.212-1 as stated above, including a description of the offeror?s technical approach to meeting the requirement, personnel qualifications, and similar experience citing other work. Include contract/PO # cost, period of performance, agency and contact information for the last three (3) contracts of a similar scope. All responsible sources may submit an offer which will be considered by the Government. Offerors shall submit complete representations and certifications in accordance with FAR 52.212-3. Submissions shall be received by JULY 16, 2004 at 3:00 pm local time.
