Description
This solicitation will be made available for download from the FedBizOpps: YES Text: This publication serves as a notice of intent to negotiate a sole source contract with Simrad U.S.A to provide EK60 Echosounders. The echosounders must provide quantitative information about the acoustical backscatter from fish and zooplankton in the water column, backscatter from the seafloor, and high-resolution bathymetry. The National Marine Fisheries Service needs these data to concurrently, and thus efficiently, survey fish and zooplankton dispersion and abundance, habitat type, and bathymetric relief. Four frequencies (38, 70, 120, and 200 kHz) are used for acoustical species identification and target strength estimation. Simrad is the only known manufacturer of a split-beam scientific echosounder system that provides a simultaneous 1kW transmission at four frequencies, and a stable 140 dB re 1W receiver dynamic range, quadrature sampling, and both system control and data output via Ethernet. These features are required for compatibility with existing survey hardware and for data comparability with historical surveys conducted by the U.S. AMLR Program and other NMFS laboratories. Delivery date will be no more than 30 days from date of contract award. To the best of the Government=s knowledge and capability, there are no other companies that exist in the U.S. who can meet all needed requirements. The NAICS code for this procurement is 334511. Interested offerors may identify their interest and capability to respond to this requirement in writing to Kristina Loesell, NOAA, WASC, 7600 Sand Point Way NE, Seattle, WA 98115, or via email at Kristina.M.Loesell@noaa.gov This notice may represent the only official notice of the intended contract award. See numbered note 22. Mandatory Clause: The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before October 1, 2003. After this date, NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following web site: http:///www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
