Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propos als are being requested and a written solicitation will not be issued. The Army Contracting Agency at White Sands Missile Range is soliciting proposals for services in support of the Rapid Equipping Force at Fort Belvoir, VA. See the Statement of Work at tached to this synopsis/solicitation at the webpage http://www.wsmr.army.mil/docpage/pages/sol_stat.htm in the Business Opportunities box under Status of Current Solicitations and Sources Sought. The period of performance will be five years from the date of award. Requirements task order contracts will be awarded. It is anticipated that three awards will be made as a result of this solicitation. Task orders may be firm-fixed-price, time and material or labor/hour. Task Orders under $100,000.00 may be i ssued to a single awardee based upon the technical capability. Task Orders over $100,000.00 will be competed among the awardees. It is estimated that a total of $25,000,000 in task orders may be awarded during the life of this contract. Payment for the se services will be through the Defense Financial and Accounting Services by electronic funds transfer. This is a service-disabled veteran-owned small business set-aside. If selected, you must be registered in the Central Contractor Registration (CCR) (h ttp://www.ccr.gov/) in order to receive the award. If you are not in the CCR at the time we are ready to make the award, you will be disqualified. The North American Industrial Classification System Code is 541330 with a small business size standard of $4,000,000.00. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors, Commercial Items, FAR 52.212-2 Evaluation-Commercial Items (full text is found on the above webpage), FAR 52.212-3 Offeror Representations and Certification s-Commercial Items (must be filled out and returned with the proposal), FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In 52.212- 5(b) the following clauses apply: 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-13, and 52.232-33. The following also apply: 52.216-18 Ordering (from date of award through five years from the date of award), 52.216-19 Order Limitations ( a. $100,000, b1 $5M, b2 $5M, b3 30 days, d 10 days), 52.216-21 Requirements, 52.216-27 Single or Multiple Awards, FAR 52.217-08 Option to Extend Services (15 days prior to the end of the performance period), FAR 52.252-2 Clauses Incorporated by Reference, and 252.204-7304 Required Central Contractor Registration.
