- 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls are being requested. This will be a 100% Small Business Set Aside, NAICS code, 541611, size standard $6,000,000. 2) Defense Contracting Command-Washington (DCC-W), in support of the Office of the Deputy Under Secretary of Defense (Technology Security Policy and Counterproliferation) National Disclosure Policy Directorate (ODUSD(TSP&CP)NDP) is issuing this Request for Quotes (RFQ) to provide ODUSD(TSP&CP)NDP a revision to the existing 2.5 day Foreign Disclosure Operators Course Program of Instruction to satisfy instructional goals of current lessons learned, coalition information and operational needs and changes in U. S. policy national security objectives. Program of Instruction is defined as all course materials, lesson summaries, practical exercise handouts, and copies of reference materials. 3) Interested parties may gain access to the solicitation, the Statement of Work, (the Statement of Work is included in the solicitation) and Technical Evaluation Factors (the Evaluation Factors are included in the solicitation), via the Internet from the DCC-W home page: http://dccw.hqda.pentagon.mil/services/RFP1.asp reference solicitation number W74V8H-04-T-0134, Foreign Disclosure Course. Select: W74V8H-04-T-0134, Foreign Disclosure Course 4) Contract type is firm-fixed price. The expected period of performance will be for a base period of 12 months with one 12 months option periods. Failure to provide timely responses will exclude your quote from consideration. Separate technical quotation and price quotation shall be submitted. Offerors shall use one of the following methods for delivering offers: a) EXPRESS MAIL/COMMON CARRIERS: Offers submitted by express mail services (e.g. FEDEX, UPS, DHL, etc.) shall be submitted to: Defense Contracting Command - Washington, ATTN: Ms. Maria Hayes, RM 1C256, The Pentagon, Arlington, VA. Offerors are required to confirm reciept/delivery with the contract specialist, Maria Hayes, by both e-mail (Maria.Hayes@hqda.ar my.mil) and phone 703-695-8651. b) HAND-CARRIED OFFERS: If the offeror's proposal is hand carried to DCC-W the individual should go to the DCC-W Receptionist, RM 1C243, The Pentagon, Arlington, Virginia. The receptionist will call the contract specialist or contracting officer to receive the hand-carried offer. Offerors should advise the contract specialist, Maria Hayes, by both e-mail (Maria.Hayes@hqda.army.mil) and telephone (703-695-8651) not later than 72 hours prior to delivery, that a proposal will be hand-carried to DCC-W. This is to assure that the contract specialist can make arrangements for hand-carried proposals to be accepted promptly by appropriate personnel and the time of receipt properly recorded. c) U. S. POSTAL SERVICE CHANNELS (least preferred method): Offers submitted through US Postal Service shall be mailed to the address listed in paragraph 5.b. NOTE: Because of tightened security measures, this method of delivery is strongly discouraged. Pac kages arriving through US Postal service are screened and may be opened prior to their receipt at DCC-W. These actions and other uncertain delays are probable and outside the control of DCC-W. Any package received in DCC-W through postal channels after the due date will be returned to the offeror in the same condition in which it was received at DCC-W. The contents will not be evaluated nor in any way included in the selection process and therefore, be ineligible for award.
