- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RMK0E040075, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 61171 and the business size maximum is $5.0 Million. The proposed contract is set aside for small businesses. All responsible small business sources may submit a quote, which will be considered by the Government. This office is requesting quotes on the following item: 0001: Provide all travel, supplies, materials, and personnel to provide training for teachers of students with disabilities in nonviolent crisis intervention for the BIA, OIEP, SPA, in accordance with the Scope of Work (SOW). The QUANTITY is One (1), The UNIT is Lump Sum. The Government intends to award a firm fixed price contract. The period of performance is from July 20, 2004 through July 21, 2004. The SCOPE OF WORK (SOW) is as follows: Scope of Work. Purpose: The purpose of this contract is to ensure that the Bureau of Indian Affairs (BIA), Office of Indian Education Programs (OIEP) meets the legal requirements of P.L. 105-17, the Individuals with Disabilities Education Act (IDEA) and P.L. 107-110, No Child Left Behind, by providing technical assistance and support services to BIA funded schools, which includes, but not limited to, providing professional development to teachers of students with disabilities. The training in non-violent crises intervention shall result in staff members being certified to handle disruptive or volatile behavioral situations in schools. ACTIVITIES: The contractor will be responsible for the following: 1. Provide a two-day training in nonviolent crisis intervention resulting in staff members being certified to handle disruptive or volatile behavioral situations in schools. The length of the training for each day shall be seven (7) hours, excluding lunch time. The training shall teach non-violent techniques for de-escalating potential crisis situations in schools, and shall teach techniques for non-violently therapeutically holding an individual that may get violent. It shall also teach de-briefing and mediation techniques and provide additional materials to support this particular training. 2. Sixty (60) people from nine (9) schools shall be trained. These staff members will return to their respective school and work with two (2) agency staff members, who are also trainers, to develop and train crisis- intervention teams at each school. 3. The training shall be offered on July 20 and July 21, 2004. 4. The training location shall be Mescalero Apache School, Mescalero, New Mexico. Two rooms shall be provided for the training. REQUIRED QUALIFICATIONS OF THE EXPERT PROVIDER: The expert provider shall have experience and knowledge in training individuals and teams in therapeutic holding and crisis intervention. They shall have a ?trainer of trainers? model for the training. Deliverables: All review and final materials produced under this contract shall be delivered to the responsible Government COR. All materials shall be sent at the Contractor?s expense. Packing and packaging shall be in accordance with good commercial practices. Closing Date of Quote is July 15, 2004, 9:00am local time. The Offeror shall provide the lump sum cost with a breakdown of their cost to provide this service and respond to the Evaluation Factors delineated at the end of this synopsis.
